If you have a good English foundation, you can generally understand English written by foreigners except personal signatures or some place names. Because as long as you can understand the meaning of the whole sentence, you can distinguish every English word. For example, I saw an inscription by former US Secretary of State Henry Kissinger to readers of English Salon. Although his words are difficult to read, you can understand them naturally as long as you understand the meaning of the whole sentence.
Find someone with a good English foundation to help you read it. If it really doesn't work, foreigners can only watch it themselves.
