Legal basis: Article 23 of the "Regulations on the Work of Local Committees of the Communist Party of China": Standing committee meetings are generally held twice a month, and can be held at any time in case of important situations. Standing Committee meetings are convened and presided over by the Secretary of the Party Committee. If the secretary cannot attend the meeting, he may entrust the deputy secretary to convene and preside over the meeting. Topics for the meeting are proposed by the secretary, or other members of the Standing Committee put forward suggestions and are determined by the secretary after comprehensive consideration. A meeting of the Standing Committee must be attended by more than half of the members of the Standing Committee before it can be held. More than two-thirds of the Standing Committee members must be present at the meeting to discuss and decide on the appointment and removal of cadres. If a member of the Standing Committee is unable to attend a meeting for any reason, he or she should ask for leave before the meeting, and his or her opinions may be expressed in writing. Based on work needs, the convener of the meeting may determine relevant personnel to attend the meeting. Voting can be conducted orally, by show of hands, by secret ballot, or by registered vote, depending on the matters discussed and decided. If the number of affirmative votes exceeds half of the members of the Standing Committee who should be present at the meeting, the vote will be passed. The opinions of members of the Standing Committee who are not present at the meeting shall not be counted in the votes. When multiple matters are discussed and decided at the meeting, they shall be voted on item by item. Meetings of the Standing Committee shall be truthfully recorded by specialized personnel, and meeting minutes shall be prepared and issued for matters decided. Documents discussed and approved by the Standing Committee meeting and submitted or issued in the name of the Party Committee shall be signed by the secretary. In the event of major emergencies, rescue and disaster relief, and other emergencies, if the Standing Committee meeting cannot be convened in time to make decisions, the secretary, deputy secretary, or other members of the Standing Committee may deal with it on an ad hoc basis, and shall report to the Standing Committee in a timely manner afterwards.
