The World Federation of the Blind is an international non-governmental organization, founded in 1984, and formerly known as the International Federation of the Blind and the World Welfare Association for the Blind. The aim of the association is to make blind people all over the world have equal opportunities and make full efforts to participate in social life. The World Blind Union is now composed of 72 member countries, with its headquarters in Paris. China Association for the Blind and Deaf is one of the founding organizations of this organization. The World Blind Union has advisory status in relevant United Nations organizations. Since its establishment, it has played an important role in preventing and treating blindness, promoting countries to formulate laws and policies to protect the legitimate rights and interests of the blind, enhancing the spirit of self-reliance of the blind, developing the potential of the blind and promoting international exchanges and cooperation.
1984 At the inaugural meeting of the World Federation of the Blind held in Riyadh, Saudi Arabia, 10 and 15 were designated as the International Day for the Blind, also known as "White Cane Day". 1989 September 18, China Disabled Persons' Federation issued a notice, asking all localities to hold appropriate celebration activities according to local conditions with the assistance of business departments on the occasion of the annual International Day for the Blind, so as to enliven the life of the blind and show the concern of the state and society for the blind.
