Encourage citizens to marry late and have children late, have fewer and healthier children, and advocate a couple to have one child. Citizens who meet the requirements of these regulations may have a second child upon approval.
Under any of the following special circumstances, a second child may be born upon the application of both husband and wife and the approval of the family planning administrative department at the county level:
(1) Both husband and wife are only children;
(2) The first child was diagnosed by the family planning technical appraisal group at or above the municipal level? /ca & gt;
