While continuing to organize military industries, we began to organize civilian industries such as transportation, mining, smelting and textile. In order to save the shipping industry along the Yangtze River and resist the invasion of foreign ships, Li Hongzhang appointed Zhu Qi 'ang and Zhu Qi 'shao, rich businessmen with sand boats, members of Zhejiang Shipping Committee and alternate magistrates, to set up a bureau in Yong 'an Street, Yangjingbin, Shanghai, to collect business shares and named it "Shipping Investment Company".
