I. Selection of posts
1. Leadership positions of institutions in directly under the authority, District (17, deputy department level): deputy director of the District Development and Reform Commission, deputy director of the District Finance Bureau, deputy director of the District Agriculture and Animal Husbandry Bureau, deputy director of the District Construction Bureau, deputy director of the District Science and Technology Bureau, deputy head of the District Environmental Monitoring Brigade, deputy director of the Party's Work Style and Clean Government Construction Office of the District Commission for Discipline Inspection, deputy director of the Discipline Inspection and Supervision Office, director of the District Institution Registration Administration, director of the District Legal Aid Center, and director of the Deputy Director of District Treasury Centralized Payment Center, Deputy Director of District Human Resource Allocation Center, Deputy Director of Planning and Construction Branch of Jiuquan Industrial Park Management Committee, Deputy Director of District Rural Energy Office, Deputy Director of District Seed Management Station and Deputy Director of District Sandy Vegetation Wildlife Protection Station, each1;
2. Leadership positions of institutions affiliated to the education system (3 at the director level): president of Jiuquan No.4 Middle School, president of Jiuquan No.5 Middle School and president of Jiuquan Special Education School;
3. Leadership positions of institutions affiliated to the health system (10, deputy department level): 5 vice presidents of township central health centers and 5 presidents of township health centers such as Chengguan Hospital.
Second, the registration qualification
1, in line with the basic conditions stipulated in the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government;
2. Those who apply for relevant positions in directly under the authority institutions in the registration area must have a college degree or above and be under 40 years old (born after 1 September, 9691,and the age of the post of deputy stationmaster of the seed management station in the registration area is relaxed to under 43 years old); Candidates who apply for civil servants and refer to the relevant positions of civil servant management units have more than 3 years of service, and those who apply for other positions must have more than 4 years of service;
3. Applicants for relevant positions in the education system must have certain experience in education and teaching management, be a national cadre, have a junior college degree or above in national education, have a professional and technical title at or above the intermediate level, be under 50 years of age (born after September 1959 1 day), and hold leadership positions at or above the deputy division level for more than 2 years;
4. Applicants for positions related to the health system must have certain medical and health management work and clinical experience, college degree or above, intermediate or above professional and technical titles, and be under 50 years of age (1 born after September 19591).
5, nearly three years of annual assessment are competent;
6. Good health;
7. The current department-level leading cadres can also apply for the exam if they meet the requirements;
8. Some positions must have relevant qualifications (see the attached table for details).
The following persons shall not sign up for public elections:
1, who has been criminally punished for committing a crime;
2, suspected of violating the law is under review by the relevant specialized agencies has not yet reached a conclusion;
3. The punishment period or the affected period;
4. The current department-level leading cadres have been promoted for less than one year;
5. Other circumstances stipulated by laws and regulations.
Third, the selection methods and procedures
1, organize registration. Organize qualified personnel to register within the specified time. Those who apply for relevant positions in directly under the authority and institutions in the district are limited to one position each. An uncertain specific position applies for a position in the education and health system.
2. Qualification examination. According to the determined qualification conditions, the qualifications of the applicants will be examined. In principle, the number of qualified applicants for each position shall not be less than 1: 7. Individual professional posts can be relaxed to 1: 5. If the number of applicants fails to meet the requirements, the post selection will be cancelled and the applicants will be transferred to other positions.
3. written test. The written test is conducted in a closed-book way, with a percentage system. The written test content is mainly based on the Outline of Open Selection and Competition for Party and Government Leading Cadres. The grade is converted into a comprehensive grade of 20%.
4. Recommend nominations. Organize recommendation and nomination meetings to recommend and nominate applicants. Quantitatively score the recommended nominations, and calculate them into the comprehensive score after 30% conversion. After the nomination is recommended, according to the comprehensive score of written test and the recommended nomination, the person who enters the interview session is determined according to the ratio of 1: 3 for each position.
5. Interview. The interview takes the form of personal ready-made statements and answers to questions, and the interview results are included in the comprehensive scores after 20% conversion. After the interview, all interviewers enter the organization inspection procedure.
6. Organize inspection. Take the methods of consulting materials, democratic evaluation, public opinion survey, discussion and soliciting opinions. , to conduct a comprehensive investigation and understanding of each subject, and according to the percentage system of quantitative score, converted into 30% after the comprehensive score.
7. Decide on appointment. According to the comprehensive results, according to the ratio of 1: 2, the candidates for relevant positions in directly under the authority institutions in the district are proposed and submitted to the Standing Committee of the District Committee for differential voting. Candidates for posts related to the education and health system are proposed according to the ratio of 1: 1, and the specific posts are determined and submitted to the Standing Committee of the District Committee for equal voting. If the Standing Committee considers that the candidate to be appointed is incompetent, the post shall be treated as a vacancy.
8. Propaganda posts. The candidates to be employed shall be publicized to the public for 7 days, and if there are no adverse reactions or problems reflected after publicity, the employment formalities shall be handled. Among them, the newly promoted deputy-level cadres will be given a probation period of 1 year, and the relevant positions in the education and health system will be given an appointment system and a tenure system with a term of five years.
