I've also heard of this origin. It is said that India was a British colony, so many Indians came to the British Concessions in China and Shanghai to be policemen. You can see this in TV movies. Those Indian policemen always say "I said …", so people who are not proficient in English in China have been labeled as "A San" for a long time, hehe.
