Tuberculosis is the main infectious disease that harms people's health. On the basis of scientific and accurate prevention and control of COVID-19 epidemic, all localities should comprehensively and orderly do a good job in the current prevention and control of tuberculosis in accordance with the requirements of the Thirteenth Five-Year Plan for National Tuberculosis Prevention and Control and the Action Plan to Stop Tuberculosis (20 19-2022). The relevant work requirements are hereby notified as follows:

First, scientific planning, do a good job in epidemic prevention and control and tuberculosis prevention and control.

Local health administrative departments should actively prevent and control the epidemic situation, promote the implementation of the "Thirteenth Five-Year Plan" for tuberculosis and the action plan to curb tuberculosis, and comprehensively strengthen the prevention and control of tuberculosis. According to the risk level of epidemic situation, guide all kinds of medical and health institutions at all levels within the jurisdiction to carry out medical and health services in an orderly manner, formulate targeted and effective programs, gradually restore routine tuberculosis prevention and control work, and implement detailed prevention and control measures.

Two, increase efforts to improve the detection level of tuberculosis patients.

All localities should conscientiously sum up the preliminary work, sort out and analyze the related factors that affect the discovery of tuberculosis patients, and actively take countermeasures. It is necessary to strengthen the screening of patients with suspected pulmonary tuberculosis symptoms such as cough and expectoration, report the found pulmonary tuberculosis patients and suspected patients in time, and refer them to designated medical institutions for standardized diagnosis and treatment. With the recovery of tuberculosis prevention and control work, we will increase the screening of key groups such as close contacts with tuberculosis, HIV-infected people and patients, and the elderly over 65. Drug resistance screening should be carried out for pathogen-positive pulmonary tuberculosis patients to improve the detection level of rifampicin-resistant pulmonary tuberculosis patients.

Third, take multiple measures to improve the quality of diagnosis and treatment of tuberculosis patients.

Designated medical institutions for tuberculosis at all levels should rationally allocate medical resources, take online appointments, visit doctors at the wrong time and other measures to ensure the orderly development of tuberculosis diagnosis and treatment. Strictly implement the prevention and control measures of nosocomial infection, and standardize the diagnosis and treatment behavior of tuberculosis patients according to the requirements of tuberculosis outpatient diagnosis and treatment path, clinical path and tuberculosis prevention and control work standard. We should make full use of the advantages of "Internet+medical care", actively do a good job in Internet consulting services, and try our best to meet the needs of outpatient follow-up of tuberculosis patients. Health administrative departments at all levels should guide the distribution, procurement and supply of anti-tuberculosis drugs to ensure the continuous use of drugs by tuberculosis patients. In the process of epidemic prevention and control, it is necessary to evaluate the drug use of tuberculosis patients to minimize the occurrence of drug-resistant cases.

Fourth, strengthen services and implement the whole process management of pulmonary tuberculosis patients.

Local disease prevention and control institutions, designated medical institutions and primary medical and health institutions should realize the seamless connection between patient referral tracking and treatment management. It is necessary to give full play to the role of primary medical and health institutions in patient management, and implement tuberculosis patient management according to the requirements of basic public health service standards. Innovate management methods, adopt a variety of management methods, and use new patient management tools such as WeChat and electronic medicine box to urge patients to take medicine on time and ensure patient compliance. For TB patients stranded in different places during the epidemic, it is necessary to strengthen information docking and do a good job in cross-regional management of patients in different places.

All localities should implement the theme of "Join hands to fight the epidemic, prevent tuberculosis, and protect healthy breathing" on World Tuberculosis Day in 2020, with the aim of blocking the spread of respiratory infectious diseases as the starting point, and increase the publicity of COVID-19 and tuberculosis prevention and control. Make full use of traditional media and new media, play the role of "12320" health hotline, Weibo, WeChat and other publicity platforms, carry out continuous publicity in all directions and dimensions, and form a good atmosphere of public concern, support and participation, so that the whole society can make joint efforts to do all kinds of prevention and control work.
