The second enlarged meeting of the Fourth Central Executive Committee held in Shanghai from July 12 to July 18 adopted a resolution on organizational issues, re-emphasized the importance of party building, and put forward the slogans of "Bolshevization of the Party" and "All work belongs to the branch" for the first time.
Judging from the Party Program formulated by the first Party Congress and the party constitution formulated and passed by the second and third Party Congresses, the original name of our Party's grass-roots organizations is not "branch", but "regiment" or "group". 1925, the Second Revision of the Articles of Association of the China * * * Production Party adopted by the Fourth National Congress of the Communist Party of China changed the grass-roots organization of the Party from a "league" to a "branch" of the Party for the first time.
The stipulation that the Party branch is the party's grass-roots organization has been used up to now, which laid the foundation for the Party Central Committee to put forward that "all work belongs to the Party branch" in 1926, until the Seventh National Congress of the Party put forward that the Party branch should play the role of "fighting fortress".
