Before the military reform, four kinds of police, such as gold, water and electricity, transportation and forest, were under the dual leadership of the relevant business departments and the Armed Police Headquarters, while three kinds of police, such as border defense, fire fighting and public security, were listed in the Armed Police Sequence and managed by the public security department. Although the long-term operation of this system has contributed to China's economic development and social peace, it no longer conforms to the principle of "the army is the army, the police are the police, and the people are the people".
After the transformation, the public security fire brigade and the Armed Police Forest Corps, together with emergency rescue teams such as production safety, will be managed by the emergency management department as a comprehensive standing emergency backbone, with special management and policy guarantee, and formulate job rank sequences and management methods that are in line with their own characteristics, so as to enhance professional honor and maintain effective strength and combat effectiveness. According to the principle of graded responsibility, local governments at all levels are responsible for general disasters, and the emergency management department provides unified response and support on behalf of the central government; When a particularly serious disaster occurs, the emergency management department, as the headquarters, assists the responsible comrades designated by the central government to organize emergency response work to ensure the smooth and effective command of government decrees.
