(2) Improve the debt structure and establish a long-term and stable financing mechanism. The policy financial function of Agricultural Development Bank depends on long-term, stable and low-cost sources of funds.

(3) Optimize asset structure and improve asset quality. At present, the Agricultural Development Bank can take the following measures to improve the existing asset structure and asset quality: First, strengthen the management of fund scheduling, minimize the occupation of invalid funds such as position funds, and improve the efficiency of fund use. The second is to reduce the interest receivable on the balance sheet. (4) Strengthen credit management and guard against credit risks. Agricultural development bank should not only overcome the psychology of being afraid of and reluctant to lend, but also increase credit input; Strengthen the risk management of credit funds and maintain the liquidity and safety of credit funds.
