According to the circular, the low-carbon pilot work in the above areas mainly includes: compiling low-carbon development plans, formulating supporting policies to support the development of low-carbon life, establishing an industrial system with low-carbon emissions, establishing a greenhouse gas emission data statistics and management system, and advocating low-carbon lifestyles and consumption patterns.

Regarding the supporting policies to support the development of low-carbon life, the circular pointed out that the pilot areas can "explore effective government guidance and economic incentive policies, and study the use of market mechanisms to promote the realization of greenhouse gas emission control targets".

It is reported that the pilot areas need to report the pilot implementation plan to the National Development and Reform Commission before August 3 1.
