An important purpose of deepening the reform of "decentralization, combination of decentralization and management, and improvement of services" is to clarify the ownership of powers and responsibilities, properly handle the relations between government departments, between government and market, and between government and society, and shift government functions to improving people's livelihood, providing public services, and optimizing social governance.
The report of the 19th National Congress of the Communist Party of China proposes to transform government functions, deepen decentralization, innovate supervision methods, enhance government credibility and execution, and build a service-oriented government that people are satisfied with. Deepening decentralization should meet the requirements of building a service-oriented government, make the reform aim at serving the broad masses of the people, effectively combine decentralization with decentralization, and optimize services.
When extending information government departments provide public services, they should simultaneously issue relevant legal norms or policy documents, provide stable and predictable legal and policy basis and institutional support for the continuity of public services, and prevent public services from being arbitrarily changed or terminated without legal procedures.
If the counterpart of an administrative act improperly changes or terminates the public service of an administrative organ, it may seek corresponding relief in accordance with relevant laws and regulations. At the same time, establish an accountability mechanism to hold accountable those who fail to perform public service duties.
