Required materials: vehicle driving license, driver's license, driver's, escort's, vehicle attendant's ID card and telephone number.

Patients who need to be transferred to higher-level hospitals (including hemodialysis patients in county-level hospitals and fever patients who haven't been in close contact with relevant personnel in Hubei for nearly 14 days) pass through each bayonet with the referral form issued by each hospital. All personnel must obey the traffic police command when entering or leaving.

The pass must be used with the driver's ID card at the same time, and the bayonet can only be released after checking that the name is consistent with the ID number and measuring the normal body temperature.

The pass is only used during the epidemic prevention and control period, and may not be lent or altered.

All competent departments should strengthen the management of passes, strictly control the passage of personnel and vehicles, and do not pass unless necessary.

1. Anyone who does not stay at home for observation (including those who come back from other places to visit relatives) really needs to go out, the villagers' committee, local town (street, community) or departments and units shall issue a certificate and register it, and the bayonet shall be checked and registered before release.

2. Stay in the hospital for observation 14 days. If it is really necessary to go out without symptoms, it will be released after being checked and registered by the bayonet with the notice of termination of observation.

3. Where the observed object goes out, the bayonet shall not be released.

4. Outgoing personnel confirm whether the destination can land in the city in advance. Once out of the county, promise not to return until the first-level response to epidemic prevention and control is lifted.

5. The documents should be filled in in a standardized way, with complete contents, and clear personal identity information, travel time, travel route and other information for verification. Certificates must be printed, not handwritten, so as not to be added or altered at will.

Can I drive without a pass during the epidemic?

You can't.

The pass is only used during the epidemic prevention and control period, and may not be lent or altered. Matters needing attention before handling the pass

1. The vehicle to be certified must be legal, and there are no traffic violations that have not been dealt with on schedule;

2 vehicles involved in epidemic prevention and control, medical rescue, epidemic prevention materials and emergency support materials shall be given priority after inspection and testing;

3. Vehicles that transport vegetables, fruits, meat, poultry and eggs to ensure the production of enterprises and the daily necessities of residents must hold one of the certificates from the transportation materials unit, market supervision department, township and community before they can pass. Need to import and export transportation for many times, by the relevant person in charge of the enterprise to transport vehicle documents and goods collection, delivery unit or where the township (community) and other departments to prove that to the county transportation bureau for vehicle passes and vouchers.

In addition, the pass must be used at the same time as the driver's ID card, and the bayonet can only be released after checking that the name is consistent with the ID number and measuring the normal body temperature.

Legal basis: Article 42 of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases. When infectious diseases break out and are prevalent, the local people's governments at or above the county level shall immediately organize forces to carry out prevention and control according to the prevention and control plan and cut off the transmission route of infectious diseases. When necessary, it shall be reported to the people's government at the next higher level for decision, and the following emergency measures may be taken and announced:

(1) Restrict or stop fairs, theatrical performances or other crowd gathering activities;

(2) suspension of work, business or classes;

(three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens;

(4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic;

(five) closed places that may cause the spread of infectious diseases.

When the people's government at a higher level receives the report of the people's government at a lower level on taking the emergency measures listed in the preceding paragraph, it shall make a decision immediately.

The lifting of emergency measures shall be decided and announced by the original decision-making organ.
