Introduction to immigration work experience
Yuhang Economic and Technological Development Zone has been relocated since 2008, with a large number of transition personnel, involving 12 communities and * * *13,967 people. With the gradual delivery of resettlement houses, the resettlement work is facing a major test. Last year, relying on the business guidance of district-level departments and the experience introduction of relevant towns and streets, the development zone explored the feasible way of large-scale resettlement, and successfully resettled three communities *** 127 1 household, with a resettlement area of 6 10000 square meters, from pilot to popularization and implementation. On this basis, this year, we further summed up the experience and refined the plan. In late June, 39 households in Nangonghe Community/KLOC-0 were resettled. In mid-August, 85 households in seven groups and eight groups in the Sheung Wan Bridge community with complicated public feelings successfully implemented the housing distribution activities and completed the resettlement task this year ahead of schedule. According to statistics, up to now, the development zone has resettled 1495 households with a resettlement area of more than 700,000 square meters.
From last year's control of "quantity" to this year's control of "quality", the resettlement work in the development zone has also experienced a process from scratch and from shallow to deep. There are difficulties and detours in this process, but the deepest experience is the full support of the Party Working Committee and Management Committee of the Development Zone for the resettlement work and the eager expectation of the resettlement households for "going home". This is the foundation of our work and the source of confidence.
Around the process of resettlement and housing distribution, combined with the guidance of the district departments and the actual practice of the development zone, the following is a brief exchange.

2. Organizational system construction

At the same time, strengthen guidance in the resettlement target community, simplify the complicated housing allocation policies and methods into three-step concept slogans that are easy to understand and spread, such as "housing to the village, packaging to the group, and housing allocation to the household", so that the resettlement concept is deeply rooted in the hearts of the people and widely accepted by the public.
(2) Convene various meetings at all levels, such as community group meetings, group leader representative meetings, household mobilization meetings, etc. Inform housing allocation methods and all links, eliminate unstable factors and create a good momentum. In particular, mobilize and enhance the enthusiasm of community teams, and regard resettlement as a test for community teams to enhance their combat effectiveness.
2. Distribution of promotional materials

3. Registration
All residents shall go through the registration formalities with the Agreement on Compensation and Resettlement for House Demolition by Expropriating Collectively Owned Land (hereinafter referred to as the Agreement), household registration book, ID card, marriage certificate for new population, ID card and one-child card, which shall be confirmed by the Development Zone Resettlement Office.

(3) the focus of housing allocation day.
The lottery held on the housing allocation day in the development zone revolves around the requirements of "efficient and orderly", and each working group performs its own duties and cooperates with each other. "There is no small matter in housing distribution", and every post has a serious and responsible attitude to ensure that everything is handed over, implemented and fed back. Sincerely face the resettlement households who come to participate in the activities and smile, even if they talk about their families, they can calm their minds and stabilize their emotions. Field work is usually divided into seven groups:
1. Liaison Group: it is mainly composed of government agencies and community cadres, and is responsible for the timely arrival of resettlement households by telephone or door-to-door;
2. Registration group: mainly composed of government agencies and community cadres, responsible for verifying identity and registering reception;
3. Policy group: mainly composed of government officials familiar with business, responsible for answering questions and explaining policies on the spot;
4. Yaohao Group: mainly composed of government officials, notary offices and intermediary companies, responsible for guiding seats, implementing Yaohao and confirming results;
5. Order group: mainly composed of comprehensive management forces, responsible for ensuring the order inside and outside the venue in an effective way;
6. House viewing group: it is mainly composed of government officials, communities, builders and property management companies who are familiar with the business, and is responsible for receiving resettlement households who come to see the house after the lottery is over at the place where the house is located;

1. Work within 10 days after housing allocation.
Based on the importance of maintaining on-site order, the development zone will implement fund settlement, signing agreement, handing over the house and moving in within a few days after the end of housing distribution. Deploy professionals to form a settlement team and a follow-up management team, responsible for the settlement of funds and housing delivery of resettlement households. At the time of settlement, the household is the unit, with two lines of revenue and expenditure, which are collected first and paid later, and the whole group is settled. If the resettlement household thinks that the house is defective, the follow-up management team will be responsible for the timely door-to-door treatment of the property and maintenance personnel in accordance with the work requirements of "everything is settled and everything is echoed".
2. Property management
Explore property management methods, listen carefully to the opinions of communities and relocated residents, give full play to the strength of community teams, encourage innovation and dare to try. Starting from the current situation of "community+community" and according to the spirit of the document drawn up by the relevant departments at the district level, different management models are adopted in different communities for a one-year pilot. The relevant responsible departments of the Development Zone Management Committee shall carry out follow-up management of the property units in the newly-built residential areas, be responsible for guidance and coordination, and assess the work performance and residents' satisfaction according to the assessment results.

Regarding the objectivity and fairness of housing distribution, different practical environments will have different work considerations. In the process of relocation and resettlement, the development zone focuses on reality, pays attention to ideas and practical innovation, and puts forward the specific relocation and resettlement methods of "housing to the village, packaging to the group, and shaking the number to the household".
"Housing to the village" refers to the arrangement order of each community in the same resettlement community according to the housing orientation. "Packaging into groups" refers to determining the housing arrangement order of each villager group by drawing lots according to the housing trend of the same community. "Shake the number to the door" means that in the same group, according to the principle of relatively balanced packaging of "ABC three files" for each household, the specific room number of each resettlement household is determined by shaking the number.
By guiding the relocated communities to draft the "Yaohao Resolution", which was adopted at the community congress and parents' meeting as the basis for the housing allocation method. (2) The principle of "three publics" is the foundation. Resettlement is an out-and-out livelihood project, which involves the vital interests of relocated households in the jurisdiction. A little injustice will easily lead to dissatisfaction, petitions and many other problems. In this regard, the development zone has always implemented the principles of openness, fairness and justice throughout the whole process of resettlement work, making the relocated households feel comfortable and at ease. Since the start of the resettlement work, the development zone has strictly implemented the "six publicity" of resettlement population, resettlement area and apartment type, resettlement housing, housing trend, packaging to group housing and lottery results to ensure the open and transparent implementation of the resettlement work. At the same time, taking the account opening meeting as the starting point, we will fully listen to the opinions and demands of the relocated households in view of the specific implementation measures such as packaging into groups and drawing lots, and form a resolution of the villagers' congress to truly achieve fairness and justice.
(3) Innovative methods are the key. The relocation and resettlement work in the development zone is faced with its own characteristics, such as more resettlement personnel, wide community and long construction period of resettlement houses. It is particularly important to innovate the implementation mode of relocation and resettlement. In this regard, when formulating the implementation measures for relocation and resettlement, the development zone has repeatedly visited relevant areas to learn from experience, conduct extensive research and listen to public opinions. After many revisions and improvements, the three-step implementation method of relocation and resettlement was innovatively put forward, and mature blocks were selected to carry out the pilot work of relocation and resettlement. On the basis of the pilot, sum up experience, improve the plan, and steadily implement the relocation and resettlement of other communities. Practice has fully proved that the implementation method of relocation and resettlement in development zones is reasonable and effective.
(4) Publicity is the guarantee. The propaganda of resettlement work, in the final analysis, is to let the relocated households fully gain the right to know, win more support and understanding, and create good external conditions for the smooth progress of resettlement work. In this regard, in the implementation of relocation and resettlement, the Development Zone has compiled the Policy Set on Relocation and Resettlement of Farmers' High-rise Apartments in Yuhang Economic and Technological Development Zone, Hangzhou.
