The reform adheres to the standard of combat effectiveness, and takes improving the construction quality of non-commissioned officers and enhancing the combat capability of troops under the condition of informationization as the starting point and the end result; Adhere to innovation and development, accurately grasp the characteristics and laws of the construction of non-commissioned officers under the new situation, and put forward new countermeasures in studying and solving outstanding contradictions and problems; Adhere to overall planning and steady progress, and handle the relationship between present and long-term, need and possibility, focus and general. This reform is a further improvement of the current non-commissioned officer system. The reform mainly includes seven aspects: First, the establishment of non-commissioned officers in high-tech majors has been increased. On the premise of not breaking through the establishment of soldiers in the whole army, the establishment of non-commissioned officers will be expanded to nearly 900 thousand. The increase in non-commissioned officers is mainly used to enrich the technical backbone of high-tech troops. The second is to adjust the structural proportion of non-commissioned officers. Cancel the current practice of dividing the service time of non-commissioned officers into one to six periods, and keep three service grades: junior, intermediate and advanced. The longest service time of junior is six years, intermediate is eight years, and advanced is more than 14 years. At the same time, the number of senior noncommissioned officers has increased, while the number of junior noncommissioned officers has decreased. The third is to adjust the rank system of non-commissioned officers. The rank of non-commissioned officers is adjusted from the current level 6 to level 7. The junior ranks of non-commissioned officers are called corporal and sergeant, the intermediate ranks are staff sergeant and fourth-grade master sergeant, and the senior non-commissioned officers are third-grade master sergeant, second-grade master sergeant and first-grade master sergeant. The fourth is to improve the selection method for non-commissioned officers. Gradually expand the number of non-commissioned officers directly recruited from local college graduates, register and certify the identity of non-commissioned officers by means of information technology, select professional and technical non-commissioned officers with corresponding skill level qualifications, and establish an expert evaluation system for selecting senior non-commissioned officers. The fifth is to improve the training system for non-commissioned officers. In order to ensure the smooth implementation of deepening the reform of the non-commissioned officer system, this implementation method is formulated according to the Military Service Law of People's Republic of China (PRC), the Regulations on the Service of Soldiers in Active Service of the People's Liberation Army of China and the Plan for Deepening the Reform of the Non-commissioned Officer System (hereinafter referred to as the Plan). I. Establishment and Equipment of Non-commissioned Officers (1) The establishment of non-commissioned officers is based on the establishment and equipment of non-commissioned officers, and must be strictly implemented in accordance with the reformed Standard for the Establishment of Non-commissioned Officers in the Whole Army and the Table for the Establishment of Non-commissioned Officers. The Non-commissioned Officers Establishment Table shall be drawn up by the unit specified in the plan and distributed before the end of June 20 10. Previously, the number and grade of non-commissioned officers in units that have not yet issued the non-commissioned officer establishment table were determined by major units according to the reformed non-commissioned officer establishment standard, which served as the basis for selecting non-commissioned officers in the winter of 2009. Second, the reform of the selection of non-commissioned officers (III) The reform of the selection of non-commissioned officers was carried out in accordance with the reformed Regulations on the Graded Service of Non-commissioned Officers, combined with the work of retired soldiers in the winter of 2009, and ended before June 65438+February 3, 20091. Replacement: As of June 5438+February 1 day, 2009, non-commissioned officers who have not reached the maximum service life specified at the corresponding level will be assigned to the corresponding rank of non-commissioned officers in principle and will serve in active service once a year. Among them, the non-commissioned officers who have served in active service for 5 years and 12 years meet the requirements of the reformed staffing and the maximum service life, and are competent for their own jobs. I voluntarily placed them in the corresponding non-commissioned officers and continued to serve in the same year. Those who have not changed will be discharged from active service. 3, non-commissioned officers directly recruited from non-military departments, graduated from technical secondary school, according to the service life of soldiers admitted to colleges and universities in the winter of that year, transferring; Those who graduated from junior college or above will be selected according to their service years in the winter of the year before being admitted to colleges and universities. 4. The cadets in the NCO school are limited to the corresponding grades and years according to their years of service. (4) If the archival filing procedures are short of legal identity materials such as the Letter of Approval for Joining the Army, the Registration Form for Soldiers, the Letter of Approval for Joining the Army for Non-commissioned Officers, the Report Form for Selection of Non-commissioned Officers, and the Registration Form for Selection of Non-commissioned Officers, the reasons shall be identified and treated differently. For those who are missing due to poor management, they will participate in the selection and revision after completing the relevant materials in accordance with the requirements of the Regulations on the Management of Soldiers' Archives; Those who violate the provisions of enlistment, selection and admission shall not be selected or changed, and shall be dealt with according to relevant regulations. (V) Selection Conditions To be selected as non-commissioned officers at all levels, in addition to the basic conditions stipulated in the Regulations of China People's Liberation Army on the Service of Soldiers in Active Service, they shall also meet the following conditions: 1, and have passed the annual examination and above. 2, selected junior, intermediate and senior professional and technical personnel, engaged in the professional work time in principle, not less than half a year, 5 years, 8 years respectively. Among them, the majors that have carried out vocational skill appraisal have primary, intermediate and technician skill level qualifications respectively. 3. Those who are selected as non-professional technical non-commissioned officers shall have the corresponding post-holding ability, and those who hold the post of vice squad leader or above shall also have the corresponding organizational leadership and management ability. (6) The following personnel who meet the transfer requirements are given priority: 1. During his service at the same level, he won the national or military scientific and technological progress award, won the outstanding talent award of the non-commissioned officers of the whole army, was commended by units above the corps level, won the third class merit, and won the top three in the military assessment competition of units above the division and brigade level; 2. Selection of annual assessment and outstanding assessment results; 3, after the training institutions of colleges or universities or headquarters, military units and qualified; 4. (VII) Selection and change procedures The selection of non-commissioned officers is still organized and implemented in accordance with the procedures of individual application, grassroots recommendation, organ assessment, pre-election publicity and organization approval. Among them, before the selection of senior noncommissioned officers, the unit with the power of examination and approval shall organize relevant experts to evaluate the pre-selected objects, and report the evaluation results and their files to the Military Affairs Department of the General Staff Department for review. The evaluation results and audit opinions shall serve as an important basis for selection. Grass-roots party branches should investigate the reform targets and put forward reform suggestions according to relevant regulations. After being reviewed and summarized by the command organs of regimental (brigade) units, they will be reported to the party committees of units with the power to select and reform, and the reform orders will be issued in the name of military and political officials. Among them, non-commissioned officers who have served in active service for 5 years 12 years and voluntarily continue to serve must write a written application. (eight) the selection of registered officers, in accordance with the "China People's Liberation Army officers registration implementation measures" for registration and certification. (IX) Selection and approval authority The approval authority for the selection and replacement of non-commissioned officers at all levels is: junior non-commissioned officers are approved by regimental (brigade) units, intermediate non-commissioned officers are approved by divisional (brigade) units, and senior non-commissioned officers are approved by corps-level units. All levels of headquarters, political departments, logistics departments, equipment departments and other organs at the same level select and replace non-commissioned officers of directly affiliated units and subordinate departments, and implement the examination and approval authority of the troops at the next lower level. The selection and transfer of non-commissioned officers from directly affiliated units and subordinate departments by division-level units shall be handled by the command organ in a centralized manner. The approval of senior noncommissioned officers by the military region, the headquarters of various services and arms, the political department, the logistics department and the equipment department shall be filed with the competent department. The selection and change of senior noncommissioned officers in headquarters organs and directly affiliated units shall be examined and approved by the Management and Security Department of the General Staff, the Ministry of Industry directly under the General Political Department, the General Logistics Department Command and the General Armament Department Command respectively. (10) The following personnel changes are suspended: 1. If it is under review, it will be suspended. After the review, determine whether to change according to the review results. If the change is confirmed, the change time will start from June 65438+February 1 2009. 2, due to illness or non-work-related injuries, disability, continuous hospitalization or sick leave for more than six months, suspend the reform. If it is determined to continue to serve in active service after rehabilitation, it shall be changed in the month of taking office. (1 1) Non-commissioned officers who have been demobilized, transferred to other jobs and discharged from the army, 1999 former master sergeant and professional non-commissioned officers who did not participate in the reform and selection of the non-commissioned officer system, and wounded and disabled soldiers who are to be handed over to the army will not participate in the reform. Those who remain in the party for probation will not be changed and will be discharged from active service. Three. Award of the rank of non-commissioned officer (12) The award of the rank of non-commissioned officer is based on the granting and approval authority of the rank of non-commissioned officer, and shall be implemented in accordance with the provisions of Chapter X of the Regulations of China People's Liberation Army on the Service of Soldiers in Active Service. The conferment of the rank of noncommissioned officers is carried out at the same time as the selection and renewal of noncommissioned officers, and the same order is issued. The starting time of the rank grade is the same as the selection and renewal time. (thirteen) to choose and change the rank of noncommissioned officers. Non-commissioned officers transferred in the winter of 2009 shall be awarded ranks according to the following provisions: 1. Non-commissioned officers directly recruited from non-military departments shall be awarded corresponding ranks according to the ranks and years of non-commissioned officers after the reform. (14) Non-commissioned officers who do not participate in the reform will not be awarded ranks according to the provisions of these measures; If the reform is suspended, the corresponding rank will be awarded after the reform is completed. (15) Wearing military rank marks Non-commissioned officers at all levels wear corresponding military rank marks according to the awarded military ranks. Among them, corporal, sergeant, staff sergeant, four-level master sergeant, three-level master sergeant and two-level master sergeant should wear the rank marks of the original first-level non-commissioned officers to six-level non-commissioned officers; The first-class master sergeant is wearing a new rank mark. Non-commissioned officers who meet the conditions for visiting relatives and leave enjoy visiting relatives and leave in accordance with the relevant provisions of the army. 4. Non-commissioned officers discharged from active service shall be paid demobilization fees, job-changing fees and retirement fees respectively according to the prescribed conditions. 5. Pensions and welfare benefits after the death of noncommissioned officers, and funeral expenses shall be paid in accordance with the relevant provisions of the army; Their survivors enjoy a one-time pension and living allowance in accordance with the relevant provisions of the state and the army. (XVII) Housing benefits Housing benefits 1, housing subsidies. The calculation method of housing subsidies shall be implemented in accordance with the relevant provisions of the army. The housing subsidy construction area standard is 60 square meters for noncommissioned officers below the fourth-grade master sergeant, 70 square meters for the third-grade master sergeant, 80 square meters for the second-grade master sergeant and 90 square meters for the first-grade master sergeant. 2. (20) Measures for the reform of ranks, ranks and salary grades of non-commissioned officers. (24) Procedures and examination and approval authority for the whole process of early retirement shall determine the conditions for the whole process of early retirement, which shall be handled in accordance with the procedures of reporting by the grass-roots party branch, examination and approval by the commander organ at the regiment level and examination and approval by the commander organ at or above the division level.
