1. In order to continuously strengthen the prevention and control strategy of "external defense investment and internal defense rebound" and improve the prevention and control measures of normalized epidemic situation, it is decided to ban dragon boat paddling activities in all waters of the city during the Dragon Boat Festival.

2. It is strictly forbidden for any unit or individual to organize and hold folk dragon boat rowing activities without authorization for any reason (including playing dragon boat drums, riding, building, renting and buying dragon boats, etc.); It is strictly forbidden for any organization or individual to engage in feudal superstition, compulsory apportionment, disguised wealth collection and other activities in the name of making or rowing dragon boats.

Second, adhere to the principle of "territorial management and graded responsibility". All townships (towns, streets) and relevant responsible units should plan and publicize early, do a good job in mass ideological work, guide the masses not to participate in or organize dragon boat boating activities, and do not engage in large-scale mass sports activities.

Fourth, the broad masses of cadres and the masses should actively respond to the government's call, minimize large-scale gathering activities during the festival, strengthen self-prevention, consciously abide by the relevant provisions of the government prohibiting dragon boat paddling activities, and consciously fulfill their civic obligations.

5. Those who refuse to implement the government ban and organize, plan and take the lead in rowing dragon boats will be severely dealt with according to the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and other relevant laws and regulations; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.
