The difference between state-owned enterprises and central enterprises
The main differences between state-owned enterprises and central enterprises can be summarized as different departments directly under them, different enterprise concepts and different enterprise scales. Usually, state-owned enterprises are managed by local governments and directly controlled by local state-owned assets management committees. Central enterprises are directly managed by the State Council and controlled by SASAC, Ministry of Finance and Central Huijin Company under the jurisdiction of the State Council, and some heads of central enterprises are employed by the Central Organization Department.
All state-owned enterprises can be counted as state-owned enterprises, but not all state-owned enterprises are state-owned enterprises. State-owned enterprises refer to some state-owned enterprises directly managed by the State Council. Central enterprises are mostly large group companies, enterprises owned by the whole people in the true sense, and the pillars of the national economy. State-owned enterprises are generally enterprises controlled by local governments, with small profit scale and small number of employees, and only have certain influence at the local level.
