On February 25th, 198 1, the All-China Federation of Trade Unions, the Central Committee of the Communist Youth League, the All-China Women's Federation, the China Federation of Literary and Art Circles, the Ivy Society of China, the National Ethics Society and the All-China Aesthetics Society jointly issued the "Initiative on Carrying out Civilized and Polite Activities", calling on the people all over the country, especially young people, to carry out "stressing civilization, politeness, hygiene, order and morality".
