Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Civil Service Law of People's Republic of China (PRC) and the People's Police Law of the People's Republic of China in order to strengthen and standardize the training of people's police in public security organs. Article 2 The training of the people's police of public security organs is the fundamental way to improve the combat effectiveness of the contingent, which has a leading, basic and strategic position in the contingent construction. Public security organs at all levels should strengthen the scientific, standardized, information-based and practical construction of people's police training, and pay attention to quality, police force and combat effectiveness. Article 3 The training of the people's police in public security organs shall adhere to the principles and policies of the Party and the state on cadre education and training, and serve the work of public security centers and actual public security combat from the actual needs of public security work and team building. Article 4 The purpose of people's police training in public security organs is to improve the overall quality of the team and the level of law enforcement, enhance their ability to perform their duties, and strive to build a public security team with firm beliefs, law enforcement for the people, courage to take responsibility, and integrity. Article 5 The people's police of public security organs have the right and obligation to receive training. Public security organs at all levels shall ensure that the people's police receive regular training, and guide and help the people's police to study and practice by themselves. The people's police shall abide by the training rules and regulations and complete the prescribed training tasks. Article 6 The training of the people's police of public security organs shall carry forward the excellent style of study of integrating theory with practice, adhere to strict economy and oppose extravagance and waste. Article 7 The people's police training of public security organs includes police entry training, promotion training, professional training and development training. Chapter II Division of Duties Article 8 The training of people's police in public security organs shall be under unified leadership, with division of responsibilities, classified management and classified implementation. Article 9 The training of people's police in public security organs shall be under the leadership responsibility system, and the main leaders of public security organs at all levels shall be the first responsible persons. Article 10 The political work department of the public security organ is the competent department of training, responsible for the planning, organization, guidance, management and implementation of training. Article 11 Under the management and guidance of the political work department, the police department of the public security organ is responsible for planning, organizing and implementing the professional training and outward bound training of this system. Twelfth legal departments of public security organs responsible for law enforcement qualification examination and organization, to participate in law enforcement training. Thirteenth public security organs equipment finance department is responsible for training funds and equipment support. Fourteenth public security colleges and training bases of public security organs undertake the task of training the people's police of public security organs. Article 15 The Ministry of Public Security is in charge of the training of the people's police of public security organs nationwide, responsible for formulating training regulations, plans and standards, organizing the compilation and distribution of training outlines and teaching materials at all levels, promoting the construction of training informatization, guiding, supervising, inspecting, coordinating and evaluating training, deploying and organizing national training and examinations, and undertaking the following training tasks:

(a) transferred from the non-public security system to the deputy leadership positions of public security organs at or above the provincial level and the police training of the chief leadership positions of public security organs at cities and counties;

(II) Promotion to deputy leadership positions of provincial public security organs, chief leadership positions of internal organs of provincial public security organs, promotion training of people's police posts for chief leadership positions of public security organs at city and county levels, and promotion training of people's police posts with police ranks above the third level;

(3) Professional training for deputy or above leadership positions of provincial public security organs, chief leadership positions of internal organs of provincial public security organs, chief leadership positions of municipal public security organs, people's police and some business backbones;

(four) the police training, promotion training and professional training of the people's police of the organs of the Ministry of Public Security and its directly affiliated units;

(5) Outward bound training needed to adapt to the situation and tasks. Article 16 Provincial public security organs shall be in charge of the training of local public security organs' people's police, be responsible for formulating local training systems, plans and standards, organizing the compilation and distribution of auxiliary training materials, building online training platforms, formulating local training guarantee plans, organizing and guiding training guarantee work, guiding, urging, inspecting, coordinating and evaluating local training work, organizing and implementing local training assessment, and undertaking the following training tasks:

(a) Police training for personnel in this field other than the Ministry of Public Security;

(II) Promotion to deputy leadership positions of provincial public security organs, deputy leadership positions of municipal and county public security organs, and post promotion training of people's police for chief leadership positions of county public security organs, and promotion from a third-class police inspector to a first-class police inspector;

(3) Provincial public security organs have deputy leadership positions, municipal public security organs have deputy leadership positions and chief leadership positions of internal organs, county-level public security organs have deputy leadership positions, chief leadership positions of internal organs and dispatched institutions, and professional training of people's police and some business backbones;

(4) Promotion training and professional training of provincial public security organs and directly affiliated units except the people's police who are trained by the Ministry of Public Security;

(5) Outward bound training required to adapt to the situation and tasks;

(6) Training tasks entrusted by the Ministry of Public Security.

The people's police rank promotion training from the third-class police inspector rank to the first-class police inspector rank, and the people's police rank promotion training and professional training of county-level public security organs and their dispatched institutions may be authorized or entrusted to the municipal public security organs. Seventeenth city public security organs in charge of the local public security organs of the people's police training, responsible for the formulation of local training plans and organize their implementation, guidance, supervision, inspection, evaluation and guarantee of local training, undertake the following training tasks:

(a) in this area, in addition to the public security organs at higher levels responsible for training, the people's police job promotion training, promotion training from the first rank to the first rank of superintendent;

(two) according to the requirements of job responsibilities for professional training;

(3) Outward bound training required to adapt to the situation and tasks;

(four) the training tasks authorized and entrusted by the public security organs at higher levels.
