The reform of township institutions aims to comprehensively integrate the powers and functions of examination and approval, service and law enforcement, and change the chaotic situation of "seven stations and eight offices" in the past by setting up comprehensive offices and implementing flat and grid management. After a new round of institutional reform, the current trend of "centralization" of township institutions has become very obvious, and there are roughly the following settings:

1. Generally, there are five to seven internal organs: Party and Government Office, Party Building Office, Economic Office, Social Office, Rural Revitalization Office, Discipline Inspection and Supervision Office and Veterans Office.

Second, in addition to the internal organs, most of the original seven stations and eight offices in towns and villages will be integrated into three to five business centers, which will undertake all kinds of management, convenient service and law enforcement duties. Organizations usually include:

1, convenience service center. That is, the government service center integrates the responsibilities of approval, handling and external service involved in the original stations into the center, and serves as a government window unit to provide one-stop convenience services.

2. Agricultural integrated service center. Responsible for publicizing rural agriculture, forestry and water conservancy policies, supervising and managing rural land contracting and collective assets, guiding agricultural socialization and agricultural cooperative economic organizations, and carrying out agricultural machinery management and agricultural technical services.

3. Comprehensive service center for village and town construction. To undertake the examination and approval services of township land, planning, urban construction, transportation, shed reform and other related matters.

4. Comprehensive administrative law enforcement brigade. Coordinate the law enforcement functions of the original station, establish a law enforcement team, undertake comprehensive law enforcement work in the jurisdiction, and avoid multiple law enforcement.

Among them, the convenience service center and the comprehensive law enforcement brigade are set as deputy departments, which are one of the few deputy departments in towns and functional institutions.

The core of promoting the reform of local institutions is to fully implement the decision-making arrangements of the CPC Central Committee on deepening the reform of party and state institutions, correctly understand and scientifically grasp the relationship between the central and local governments in the new period, coordinate all kinds of institutions and party and government groups at all levels in provinces, cities and counties under the premise of ensuring centralized and unified leadership, enhance the autonomy of institutions below the provincial level, build a simple and efficient grass-roots management system, straighten out the standardized vertical management and local hierarchical management system, and consolidate the foundation of the national governance system.
