Establish and implement five systems to realize the institutionalization of personnel, affairs and material management in the process of key project construction. The first is the clean government project system. After the key projects are formally determined, the relevant construction units shall report to the discipline inspection and supervision organs in a timely manner, fill in the list of clean government supervision items, and the discipline inspection and supervision organs shall establish clean government files for key projects and determine the clean government supervisors. The second is the interview early warning system. After the integrity supervision project is approved, the discipline inspection and supervision organ will hold a special talk on integrity with the main leaders, leaders in charge, persons directly responsible and legal representatives of the construction unit, and sign a commitment letter on integrity. The third is the publicity system. Open project planning and construction scheme, open project approval management, open bidding process, open land acquisition and demolition management, open construction process management, open design change management, open quality supervision, open completion acceptance, open fund use and open construction market management. Before the construction of key projects, a publicity board for clean government should be set up, and relevant information such as the person in charge of the project, clean government supervision and project investment amount should be publicized in the news media and accepted by the whole society. The fourth is to establish a post-project evaluation system. Strengthen the three major controls of budget and final accounts, capital use, engineering and quality of government investment projects, and comprehensively improve the investment benefits of projects. The fifth is to implement the responsibility system for clean government. In accordance with the principle of consistency of power and responsibility, strictly implement the responsibility system for building a clean and honest party style.
Focusing on the key links, the weak links, signs and tendencies that are prone to problems in the construction process are taken as the key contents of early warning information collection, and "three-color early warning" is implemented. First, the blue warning, that is, the normal warning, focuses on standardizing and guiding the staff in key positions to perform their duties correctly. The second is orange warning, that is, dynamic warning, which focuses on supervising the behavior process of key positions. Using the early warning information of clean government risk, we can dynamically warn the behavior process of post personnel, find and correct the incipient and tendentious problems at any time, and prevent the occurrence of violations. Third, the red warning, that is, disciplinary warning, focuses on correcting mistakes in time and investigating responsibilities. If there are obvious violations of discipline, a red warning will be implemented and the responsibility will be investigated. The discipline inspection and supervision organs will give informed criticism, administrative treatment and disciplinary action.
