The provincial military region is in charge of the militia and reserve work in the province. The people's armed forces departments of military subdivisions (including the Ministry of War, the same below) and counties (including autonomous counties, county-level cities, municipal districts and agricultural reclamation sub-bureaus, the same below) are responsible for the militia and reserve work in their respective regions.
The People's Armed Forces Department of the people's governments of townships (including ethnic townships and towns, the same below), sub-district offices, enterprises and institutions and their competent departments shall be responsible for the daily work of the militia and reserve forces in their respective regions, departments and units.
The people's armed forces departments of forestry, railways, petroleum and coal are responsible for the militia and reserve work of this system.
Reserve divisions and regiments are the leading and commanding organs of reserve forces, and are responsible for organizational construction, political construction, military training and logistical support of their own units.
The reserve force battalion (company) is responsible for the daily work of the reserve forces in this area. Article 5 People's governments at all levels shall strengthen their leadership over militia and reserve work, make overall arrangements for militia and reserve work, and organize, supervise and coordinate relevant departments and units to complete their tasks. Chapter II Organizational Construction Article 6 The establishment of militia and reserve organizations according to law is the national defense obligation of township people's governments, sub-district offices, enterprises and institutions and other units that meet the conditions for establishing militia and reserve organizations, and militia and reserve work should be incorporated into the work plan and target management responsibility system of their own units. Seventh the formation of militia organizations, in addition to the provisions of the "Regulations on Militia Work", should also comply with the following provisions in accordance with the requirements of the local military leading organs:
(a) city street offices and non-state-owned enterprises with relatively stable production and more school-age young people who meet the conditions for establishing militia organizations shall form militia organizations;
(two) where the people's governments of cities and counties are located, border townships and key townships in the mainland, militia emergency detachments shall be established;
(3) Units equipped with militia technical equipment and units related to military specialties shall establish militia specialized technical detachments and counterpart militia specialized technical detachments;
(four) institutions of higher learning, scientific research institutions, affiliated enterprises and other institutions to form a militia high-tech detachment;
(five) large and medium-sized cities, border towns and areas with complex social conditions shall establish militia information networks. Eighth enterprises and institutions to organize the backbone militia should adhere to the principle of setting up more general posts and fewer key posts.

Article 9 The formation of reserve forces shall be in accordance with the relevant provisions of the state and the province, adhere to the principle of being conducive to wartime mobilization and peacetime construction, and appropriately expand the scope of formation.
The reserve force detachment, the militia emergency detachment and the militia specialized technical detachment are generally not built in the same basic unit. In principle, the formation force shall not be "dual-purpose", and the reserve forces shall be equipped with 10% mobile reserve personnel on the basis of establishment.
The selection, equipping and awarding of reserve officers shall be carried out in accordance with the relevant provisions of the state and the army.
In principle, reserve soldiers should be selected from trained personnel and professional counterparts of veterans. Tenth militia and reserve personnel who go out for more than 30 days shall ask for leave from their militia organizations and reserve forces, and report to the militia organizations and reserve forces at the next higher level for the record.
When the militia and reserve personnel go out, they should always keep in touch with their militia organizations and reserve forces. In case of military training, combat readiness, troop mobilization or other urgent tasks, they should return on schedule after receiving the recall notice. Eleventh Township People's governments shall set up grass-roots people's armed forces departments.
Sub-district offices of municipal districts shall set up grass-roots people's armed forces departments in accordance with relevant regulations, equipped with full-time people's armed cadres. Twelfth employees 1000 or more enterprises and institutions should set up grass-roots people's armed forces department. The staffing of the people's armed forces department at the grass-roots level shall be implemented in accordance with the relevant provisions of the state.
Whether the competent departments of enterprises and institutions and enterprises and institutions with less than 1000 employees set up grass-roots people's armed forces departments shall be decided by the people's governments at or above the county level and the military leading organs according to the needs of their work.
Enterprises and institutions that have not set up grass-roots people's armed forces departments shall determine institutions and designate special personnel to be responsible for militia and reserve work. Thirteenth no unit or individual may merge, cancel or reduce the staffing of the people's armed forces department at the grass-roots level without authorization. Fourteenth full-time people's armed cadres shall meet the following conditions:
