Chapter I General Provisions Article 1 In order to do a good job in militia and reserve work, these Provisions are formulated in accordance with the provisions of the Military Service Law of People's Republic of China (PRC), the Regulations on Militia Work and other laws and regulations, and in combination with the actual situation of this province. Article 2 Organs, organizations, enterprises, institutions, other organizations and citizens within their respective administrative areas shall abide by these Provisions. Article 3 Citizens of school age have the obligation to join militia and reserve organizations according to law. Article 4 The militia and reserve work shall be under the dual leadership of the military leading organs at higher levels and local party committees and people's governments.

The provincial military region is in charge of the militia and reserve work in the province. The people's armed forces departments of military subdivisions (including the Ministry of War, the same below) and counties (including autonomous counties, county-level cities, municipal districts and agricultural reclamation sub-bureaus, the same below) are responsible for the militia and reserve work in their respective regions.

Chapter II Organizational Construction Article 6 The establishment of militia and reserve organizations according to law is the national defense obligation of township people's governments, sub-district offices, enterprises and institutions and other units that meet the conditions for establishing militia and reserve organizations, and militia and reserve work should be incorporated into the work plan and target management responsibility system of their own units.
