The new law establishes the "twelve-character policy" of "safety first, prevention first and comprehensive treatment", and defines the primary position of safety production, the main tasks of safety production and the fundamental way to realize safety production respectively. "Safety first" requires that production and business activities must put safety first, not at the expense of human life and health. "Prevention first" requires that the focus of safety production work should be on prevention, strengthen the investigation and management of hidden dangers, severely crack down on illegal behaviors, and control, prevent and reduce production safety accidents from the source. "Comprehensive management" requires the use of administrative, economic, legal, scientific and technological means to do a good job in safety production. During the 65 years from the founding of People's Republic of China (PRC) (1949) to 20 18, China's safety production policy has gradually evolved: from 1949 to 1983, "production must be safe, and safety can lead to production"; 1984-2004, policy of "safety first, prevention first". In 2002, the policy of "safety first, prevention first" was written into the original Law on Work Safety. 20 18 Up to now: "Safety first, prevention first, comprehensive treatment". The new "Safe Production Law" redefines the twelve-character policy of safe production. At the same time, the new law clearly requires the establishment of a five-in-one working mechanism in which production and business units are responsible, employees participate, government supervision, industry self-discipline and social supervision, which is a major innovation in the system and mechanism of the new safety production law. To do a good job in production safety, it is fundamental to implement the main responsibility of production and business units, the participation of employees is the foundation, government supervision is the key, industry self-discipline is the development direction, and social supervision is the guarantee.
