The act of canvassing and bribery refers to the act that candidates and their relatives and friends directly or indirectly instruct others to lure village (community) party member, voters, election staff or other candidates with property or other benefits in the process of general election, and influence the wishes of party member, voters or other candidates. Under any of the following circumstances, it shall be deemed as canvassing and bribery.
(a) I and my relatives or incite, entrust or instigate others to intercede with party member, voters or election staff, and give cash, various consumption cards (coupons) and other physical objects, expenses and other canvassing behaviors.
(2) I and my relatives or instigate, entrust or instigate others to provide catering, travel or arrange other consumption and entertainment activities to party member and voters without justifiable reasons, and ask or imply that party member and voters vote for me or help them to be elected.
(three) in violation of laws, regulations and policies, make various commitments to party member and voters.
(four) in the name of sympathy, help or sponsorship, giving property in disguise, affecting the wishes of party member and voters.

Disposition: In case of any of the above acts, the village (community) election committee will cancel the qualification of the candidate after soliciting the opinions of the superior general election leading group. If there are illegal facts, the public security organ shall be detained for 10 days and fined 500 yuan in accordance with the provisions of Article 23 of the People's Republic of China (PRC) Public Security Administration Punishment Law. If a crime is constituted, criminal responsibility shall be investigated according to law.

Disrupting the order of the general election refers to the behavior of citizens who have reached the age of 18 and have full capacity for civil conduct to disrupt the normal order of the general election conducted according to law during the general election. (9) Failing to vote according to the normal entrustment procedure, or voting without entrustment, or taking more proxy votes, or robbing others of their votes, or inducing or coercing others to fill in their votes against their wishes, or tampering with the election results, or tearing up the publicity results.
(ten) other acts that undermine the order of the general election.
Disposal: If the above acts are illegal, the public security organ shall detain them for 10 day and impose a fine on 500 yuan according to Articles 23, 26, 42 and 50 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment.
