(a) the general contracting enterprise shall not, in violation of the provisions, contract or subcontract the project to an organization or individual that does not have the qualification of employment subject. Illegal contracting or subcontracting causes organizations or individuals to default or deduct the wages of migrant workers, and the general contractor of the project shall bear all the liquidation responsibilities of the project.
(two) if the general contracting enterprise subcontracts the project to a construction enterprise with the qualification of employment subject, it may charge the subcontracting unit a deposit for the payment of the wages of migrant workers in the subcontracted project.
