In the process of legislation, the opinions of relevant departments directly under Hebei Province, the Standing Committee of the Municipal People's Congress with districts, the Provincial Legislative Research Association, the grassroots legislative contact points and the legislative base were solicited. Consolidate the achievements of poverty alleviation and develop rural industries

To promote the five major revitalization in an all-round way, industrial revitalization is the top priority and the prerequisite for solving all rural problems. Effective governance is an important guarantee for rural revitalization. In order to build a vibrant, harmonious and well-governed village, the regulations stipulate that a modern rural social governance system under the leadership of party committees, government responsibility, democratic consultation, social coordination, public participation, legal guarantee and scientific and technological support and a rural social governance system combining autonomy, rule of law and rule of virtue should be established and improved; Improve the system of village committees, supervisory committees, village collective economic organizations, village comprehensive service stations and village-level organizations under the leadership of village party organizations, and integrate village-level organizations and working mechanism offices to provide convenient and high-quality services for villagers; Establish and improve the training, equipment, use and management mechanism of agricultural and rural cadres, and adhere to and improve the system of the first secretary and task force in the village; Strengthen the publicity and education of the rule of law in rural areas, improve the rural public legal service system, and build a diversified solution mechanism for contradictions and disputes; We will promote the construction of safe rural areas, improve the rural public safety system, and improve the normalization mechanism for eliminating evils in rural areas.

The regulations set up a special chapter to standardize and improve the mechanism and policy of introducing rural talents, increase the training and introduction of agricultural scientific and technological talents, strengthen the construction of high-quality farmers, establish and improve the training mechanism of skilled craftsmen in rural areas, increase the training of rural teachers and strengthen the construction of rural health talents.
In addition to talent support, the Regulations also provide comprehensive support in terms of financial input, funds, financial support and land use security. The "Regulations" clarify that the financial investment in rural revitalization will be continuously enhanced and the total amount will be continuously increased, and the long-term mechanism for the overall integration of agriculture-related funds will be improved, stipulating that national debt can be used for agricultural facilities and rural construction; Strengthen the support of government-related special funds for rural revitalization, allow the establishment of rural revitalization funds in a market-oriented way, support the innovation of investment and financing methods, and attract social capital to participate; Develop inclusive finance, encourage financial institutions to lean towards rural areas in the arrangement of credit supply plan, improve the agricultural credit guarantee system and promote mortgage financing; Improve the rural industrial land security system, arrange the construction land index not less than the proportion stipulated by the state, and focus on ensuring rural industrial development land.
