Five Eyes Alliance is an intelligence alliance composed of five English-speaking countries and an international intelligence sharing organization under the Anglo-American agreement. Its member countries include Australia, Canada, New Zealand, Britain and the United States. The history of the Five Eyes Alliance can be traced back to World War II, when the Allied Forces issued the Atlantic Charter.

During the Cold War, the echelon surveillance system was developed by the Five Eyes Alliance to monitor the Soviet Union and its allies in Eastern Europe, but now it is mainly aimed at the people of China.
