In recent decades, the rapid population growth, deforestation and unreasonable utilization in this area have led to large-scale soil erosion and ecological environment destruction, which has become an important driving force for the intensification of rocky desertification. According to the calculation of China Academy of Engineering, the rate of rocky desertification will double in 25 years. If not treated in time, half of the three provinces (regions) will become rocky desertification within one hundred years.

In the ecologically fragile western region, it is the best choice to implement the ecological migration project step by step and in a planned way to solve the ecological degradation and the living difficulties of farmers and herdsmen. Living in the alpine mountain area, the per capita arable land is below 0. 1 mu, and the drought and flood disasters are serious, the roads are not electrified, it is difficult to go to school, see a doctor and drink water, the living environment is extremely harsh, and the infrastructure construction task is arduous.
