1. Cooperation with companies with import and export rights: Some companies may cooperate with companies with import and export rights to let the latter export goods on their behalf. This may require signing a contract with the company and paying a certain fee, but it will give the company opportunities in export;
2. Export through a trade agent: A trade agent is a company specializing in international trade. These agents usually have import and export rights and can export goods on behalf of the company. It costs a certain fee to cooperate with agents, but they can help the company handle all the export procedures, thus reducing the workload of the company;
3. Cooperation with overseas customers: If the company has some overseas customers, they can cooperate with these customers and let them arrange their own transportation and customs clearance procedures. This requires the company to transport the goods to the designated port or airport, and then hand them over to the customer for import procedures;
4. The export payment for cooperation with international logistics companies can be declared in the form of 1039 market purchase, or it can be exported normally. As for the collection of foreign exchange, you can open an XT account, but the export of foreign exchange payment cannot be refunded.
The specific procedures for examination and approval of import and export qualifications are as follows:
1. Apply to the Bureau of Commerce for filing, and receive the Registration Form for Filing Foreign Trade Operators after 7 days;
2. Change the business scope to district and county industrial and commercial bureaus, add "import and export of goods, import and export of technology, import and export of agents", and apply for a special customs declaration seal at the place designated by the district and county public security bureau, and collect it on the same day;
3. Go through the relevant filing and registration procedures at the customs under the jurisdiction of the districts and counties, and receive the "People's Republic of China (PRC) Import and Export Goods Consignor's Customs Declaration Registration Certificate" after 7 days;
4. Register with the Provincial Entry-Exit Inspection and Quarantine Bureau, and receive the registration certificate of self-care declaration unit after 7 days;
5. Apply to China Electronic Port for joint examination and approval, and after about 10 days, get permission to enter the network, buy ic cards, card readers and operating systems, and become a full member of China Electronic Port;
6. Apply to the Provincial Administration of Foreign Exchange for opening a foreign exchange account and writing off export proceeds for the record.
To sum up, there are two ways to export without import and export rights. One is the export payment, and the other is to find a foreign trade agent to operate. Both can achieve the purpose of export.

(1) The competent foreign trade department of the State Council may, according to the needs of monitoring the import and export situation, implement automatic import and export licenses for some freely imported and exported goods and publish their catalogues. Import and export goods that are subject to automatic license, if the consignee or consignor applies for automatic license before going through the customs declaration formalities, the competent foreign trade department of the State Council or its entrusted institution shall grant the license;
(2) If the automatic licensing procedure has not been completed, the customs will not release it. The import and export of technologies subject to free import and export shall be registered by the competent foreign trade department of the State Council or its authorized institution.
