Article 6 This Municipality, relying on the public service hotline, shall establish a unified platform for accepting people's demands and improve the immediate complaint handling mechanism. Sub-district offices should, in accordance with the requirements of the people and me, refine, implement and innovate the mechanism for handling complaints immediately, and respond and solve the demands of the masses in a timely manner. Seventh street offices should promote the normalization and institutionalization of doing things for the people, and meet the needs of people's convenience, livability, diversity, fairness and security; In the process of making major issues and major decisions involving the jurisdiction, as well as the implementation of cultural services, convenience service facilities and other related planning, we should take various forms to listen to the opinions and suggestions of residents and units in the jurisdiction. Chapter II Institutions and Responsibilities Article 8 The establishment, cancellation, renaming and relocation of sub-district offices, as well as the determination and change of jurisdiction scope, shall be reported by the District People's Government to the Municipal People's Government, which shall report to the Municipal Civil Affairs Department for examination and approval.
The municipal civil affairs department shall, jointly with the relevant departments, follow the principle of moderate scale, scientific management and efficient service, and draw up the standards for setting up neighborhood offices according to factors such as geographical area, population size, human history, neighborhood function and resident status, and report them to the Municipal People's Government for approval.
If the established sub-district offices do not meet the establishment standards, the District People's Government shall timely put forward the adjustment plan. Ninth street offices to implement the director responsibility system.
In accordance with the principle of simplicity, efficiency and convenience, the city integrates relevant functions and builds a simple and efficient grassroots governance system that is people-oriented and conforms to the characteristics of grassroots affairs. Sub-district offices shall, in accordance with the provisions of this Municipality, set up working institutions such as people's livelihood security, urban management, safe construction, community construction, and comprehensive administrative law enforcement, and do a good job in government services, citizen activities, and complaint handling.
Except as expressly provided by laws and regulations, the working departments of the municipal and district people's governments shall not require sub-district offices and residents' committees to set up institutions or add signs. Tenth street offices shall perform the following duties according to law:
(1) Organizing the implementation of public services closely related to residents' lives within its jurisdiction, and implementing relevant laws, regulations and policies in the fields of health, pension, social assistance, housing security, employment and entrepreneurship, culture and education, sports and legal services;
(two) to organize the implementation of environmental protection, order management, block renewal, property management supervision, emergency management and other urban management work. And create a good development environment in the region;
(three) to organize the implementation of the work of safe construction in the jurisdiction, to prevent, investigate and resolve contradictions and disputes, and to maintain social harmony and stability;
(4) Organize and mobilize the units in the jurisdiction and various social organizations to participate in grass-roots governance, coordinate the resources in the jurisdiction, and realize * * * * * * * governance * * *;
(five) to promote community development and construction, guide the work of residents' committees, support and promote residents' autonomy according to law, improve community service functions, and improve the level of community governance;
(six) to do a good job in national defense education and military service;
(seven) other duties stipulated by laws, regulations, rules and decisions and orders made by the municipal and district people's governments.
This Municipality shall establish the responsibility list system of sub-district offices, and determine the specific responsibilities of sub-district offices according to the provisions of laws and regulations. The list of duties of street offices shall be announced to the public by the Municipal People's Government. The District People's Government may, in light of the actual situation in this district, refine the list of responsibilities.
Without the approval of the municipal and district people's governments, the street offices shall not undertake other duties assigned by the departments of the municipal and district people's governments.
