On June 5, 2020, the People's Bank of China held a forum to create a model organ. Liu Guoqiang, member, vice president and secretary of the Party Committee of China People's Bank, attended the meeting and delivered a speech.

Liu Guoqiang pointed out that all units should profoundly understand the new requirements of the Working Committee for the pilot work of establishing demonstration organs, deepen their understanding of the significance of the work, continue to strengthen the awareness of political organs, and implement the major decision-making arrangements of the CPC Central Committee. To solve the problem, correct the deviation, and avoid problems such as insufficient understanding of the creation work, unscientific methods, and ineffective results.

Liu Guoqiang emphasized that in the next step, the People's Bank of China should highlight "three efforts" in the work of establishing demonstration institutions. We should focus on "two maintenances" and "two overall situations" and build the People's Bank into a model institution that stresses politics, discipline, responsibility and efficiency. It is necessary to focus on "two integrations", continuously improve the ability to perform their duties, integrate party building in government offices into business work, use party building to lead the work direction, promote the implementation of work, test the achievements of party building with business results, and promote the dual integration of party building and business work in government offices. We should focus on the construction of work style, practice the concept of finance for the people, strive to avoid formalism and bureaucracy in the creation work, effectively improve the people's sense of gain and satisfaction, and not add extra burden to the grassroots.

Liu Guoqiang demanded that the People's Bank of China should start the work of selecting and commending advanced units and establishing demonstration units in a timely manner according to the work arrangements of the Working Committee. All units should set the selection criteria for the bid committee, reflect their achievements in daily performance and solving practical problems, and ensure that they can truly stand the test of practice.

At the meeting, the General Office, the Ministry of Monetary Policy, the Ministry of Payment and Settlement, the Ministry of Personnel, the Bureau of Government Affairs, and the Banknote Printing and Minting Corporation reported on the establishment of the demonstration institutions. Member units of the leading group of the People's Bank of China to establish a demonstration organ attended the meeting as nonvoting delegates.
