The construction, improvement and operation of energy management system and carbon emission management system are important means to save energy and reduce carbon. It is to use modern management ideas and learn from mature management models to introduce the concept of process analysis method, system engineering principle and PDCA cycle management into the energy and carbon emission management of enterprises (units). Establishing a management system covering the whole process of energy utilization and carbon emission is of great significance for promoting the construction of a long-term mechanism for energy conservation and carbon reduction in all units.
(B) the establishment of energy monitoring center
The energy monitoring center is an important quantitative energy-saving management and control information tool based on automation control and informatization, with the optimization of energy supply and demand as the leading policy, which ultimately promotes the sustainable and effective development of energy conservation and emission reduction, solves the energy resource management problems of energy-using units in the daily operation and maintenance process, effectively reduces the energy operation cost of energy-using units, and achieves the energy conservation and emission reduction targets in the 13th Five-Year Plan.
The main construction contents of energy management monitoring center include the establishment of energy management index system, the installation of field equipment and measuring instruments, the weak current integrated wiring of network communication, the maintenance of data center of energy management center, and the development of application software of energy management center.
After the construction of the energy monitoring center is completed, it will realize the functions of energy consumption monitoring, energy consumption analysis, benchmarking quota management, energy consumption alarm, energy-saving management, operation and maintenance, and guide the energy-saving work of energy-using units to be carried out better.
(3) Do a good job in the transformation and application of new energy-saving technologies.
Through carbon emission verification and energy audit, find out the energy-saving potential, and adopt new technologies to improve the energy-saving performance of major energy-using systems, generally including heating system, air conditioning and ventilation system, lighting system, power distribution system, water supply and drainage system, elevator system, etc.
(four) the elimination of high energy-consuming mechanical and electrical equipment stipulated by the state.
