Article 3: Division of accident liability

1, accident responsibility, accident unit leaders and relevant personnel;

3, power transmission, substation and 10KV line equipment accidents, biotechnology section chief overall responsibility, in charge of the director has a certain responsibility;

7. Accidents caused by man-made illegal operation:

Article 8: Anyone who commits one of the following habitual violations shall be given financial punishment by 200 yuan, the violator and related personnel.

1, hearing the power failure of the superior line or system, working without a working ticket;

2. Use steel tape measure and metal ruler to measure or draw live equipment;

3. Before all personnel leave the work site, dismantle the grounding wire in advance;

4, no working ticket to open the branch switch power operation;

5, without the permission of the working ticket, the staff will enter the construction site pole or do other preparatory work;

6, before boarding, don't check the line name and pole number, blindly boarding;

7. The person in charge of the work has gone through the formalities of ending the work, but the members of the working class have not completely evacuated from the work site or are still working;

8. Without asking, the equipment that does not meet the specified requirements or has serious defects is put into operation;

9, electricity inspection is not serious, blind operation without electricity and induced electricity are not carefully analyzed;

Article 9: In case of any of the following habitual violations, the relevant personnel shall be given economic punishment 150 yuan/time.

1, drinking or doing homework after drinking during work;

2, aerial work does not use seat belts;

3, aerial work does not use transfer rope, throwing items or tools at will;

4, the job site does not strictly implement the safety measures listed in the working ticket, such as only the grounding wire should be hung for corresponding short circuit, and there is no grounding wire and electroscope;

5, the work has been licensed, but the person in charge of the work did not carry the working ticket and commanded at the scene;

6, in the same pole set up lines, parallel live lines, should be designated persons monitoring without setting;

7, aerial work, cutting down trees should be monitored by designated personnel without setting;

8, work every other day to return to work, do not check whether the safety measures are in good condition;

9. There is no unified password or unified command for large-scale operations such as vertical pole, tight line and pay-off;

Article 10: In case of any of the following habitual violations, the party concerned and relevant personnel shall be given economic punishment 100 yuan/time.

1, do not fill in the working ticket before operation, and fill in the working ticket after operation;

2. The person in charge of the work left the scene and did not temporarily appoint a capable comrade to undertake the work, or although the person in charge of the work was appointed, all the members of the working class were not informed;

4. The person in charge of the work is allowed to take part in the work without explaining the safety precautions and safety measures to the members of the temporary working class;

5. Temporary stay wires under construction are not installed;

6, not according to the requirements of the "Regulations" installation of grounding wire;

7, working controller does not hand over to treat site safety measures to working class members;

8, equipment inspection is not serious, important defects are not found in time, not registered after discovery, no record after eliminating defects;

9. Don't wear insulating gloves, close the circuit breaker with insulating rod or close the circuit breaker with transmission mechanism;

3. The door leading to the high-pressure chamber is not locked;

6. After the opening and closing circuit breaker is operated, the actual position of the opening and closing action is not checked at the scene;

7, sign hanging location does not conform to the actual situation;

8. When the line branch switch is powered off, the sign "No closing when someone is working" is not hung after the switch is turned on;

9. The contents and signatures of the working ticket are illegible;

10, unqualified working ticket and operation ticket;

1 1, rural power production management personnel have no special operation certificate, and do not take the initiative to handle it, and participate in electrical work;

12, unlicensed electrician operating in the system power grid;

13. replace the fuse with copper wire, aluminum wire and other wires;

14, after maintenance, the lighting circuit was not checked, and the live wire and the zero wire were wrongly connected;

15, electrical equipment with protective grounding is not reliably grounded;

Chapter III: Accident Punishment

Article 12: A production accident in which a major accident occurs and a rural power worker is seriously injured.

1. The person responsible for the accident shall be given an administrative sanction of dismissal from public office, and the leader of the accident unit shall be given an administrative sanction of dismissal. Chapter IV: Provisions on Safety Production Evaluation

Fifteenth production safety assessment once every six months.

Article 16 If one of the following circumstances is found in the assessment, 20% of the unit safety bonus will be deducted.

2. The safety task assigned by the superior is not completed;

5. No exam explanations, technical questions and answers, anti-accident drills, etc. Failing to pass the superior inspection;

6, monthly safety meeting, quarterly safety analysis, half a year, annual safety work summary did not do it;

7, should participate in the safety technical training organized by the bureau, absent from the exam, make-up exam and failed personnel;

8, need to report the safety work written materials and various statements are not reported in time;

Chapter IV: Punishment for safety supervisors' failure to fulfill the standards in place.

Article 17: After receiving the notice of large-scale construction, the safety supervisor cannot follow the on-site supervision, and 50 yuan will be fined at one time.

Article 18: The safety supervisor must regularly check the "two votes" as required, and punish the safety supervisor 20 yuan for failing to check as required.

Chapter 5: Incentive clauses

Nineteenth units shall not have assessment accidents throughout the year, and the statistical accidents shall be controlled within the indicators issued by the superior. When there is no violation, bureau-level units will issue safety bonuses.

Article 20: A reward of 200-500 yuan will be given to those who have rendered meritorious service in stopping serious accidents in time.

Article 21: For a larger single project with more than 6,543,800 yuan, there are no violations and accidents, and 654.38+ 0% safety bonus will be included in the project to reward relevant personnel.

Twenty-second in any of the following circumstances, shall not be awarded to safety award.

Article 23 In case of a habitual violation within the year, 30% of the safety bonus of the person in charge of the unit shall be deducted, and 50% of the safety bonus of the violator shall be deducted.

Chapter VII: Supplementary Provisions

Article 24 The rewards and punishments of these Measures shall be carried out at the same time as the mortgage safety risk assessment, and the rewards and punishments shall be repeated.

Twenty-fifth fire, transportation, boiler safety management work by the office to develop assessment rules, responsible for the implementation, inspection and assessment, and the assessment results will be reported to the safety supervision department.

Article 26: These Measures shall apply to the Rural Power Bureau. If there is any conflict with the superior regulations, the superior regulations shall prevail.
