First, determine the policy and leadership system for drug control work. After long-term anti-drug practice, China has gradually formed an anti-drug policy of "banning smoking, trafficking and seeds, giving priority to prevention and comprehensive treatment", which conforms to the development law of drug problem, the drug situation in China and the international anti-drug strategy. At the same time, the anti-drug work involves a wide range, and it is necessary to set up special institutions under the leadership of the State Council and local people's governments at all levels to organize and lead the anti-drug work in a unified way. Through legislation, it is clear that the National Narcotics Control Committee is in charge of the national drug control work under the leadership of the State Council, and is responsible for organizing, coordinating and guiding the drug control work of relevant departments in the State Council. The people's governments of provinces, cities and counties may, according to the needs of drug control work, set up corresponding drug control leading bodies. Such a leading system for drug control work is conducive to governments at all levels to further strengthen their leadership over drug control work, to organizing, coordinating and guiding relevant departments at all levels to actively carry out drug control work, and to mobilizing all social forces to actively participate in the drug control struggle.

The second is to comprehensively standardize the drug control business and build a complete drug control work system. Through anti-drug legislation, we will comprehensively standardize anti-drug, drug prevention, publicity and education, drug rehabilitation, and international anti-drug cooperation, especially by fixing an effective publicity, drug rehabilitation, and assistance and education system by law. The Anti-drug Law (Draft) aims at reducing the breeding of new drug addicts, and stipulates that people's governments at all levels and their relevant departments, mass organizations, news media, key places and urban and rural grass-roots organizations should take various forms to carry out nationwide anti-drug publicity and education, popularize knowledge of drug hazards and drug prevention, enhance citizens' awareness of drug control and improve citizens' ability to prevent and resist drugs. The names of "compulsory detoxification" and "reeducation through labor" were changed to "isolated detoxification" and "compulsory education and correction detoxification" respectively, forming a detoxification model in which various forms coexist, such as isolated detoxification, compulsory education and correction detoxification, detoxification in drug rehabilitation medical institutions and drug maintenance treatment. In order to improve the consolidation rate of abstinence and reduce the relapse rate, the state is also required to take various measures to help drug addicts get rid of drug addiction, educate and save drug addicts, clarify the responsibilities of local people's governments at all levels, especially township people's governments and urban street offices, and clarify that the immediate family members, work units, schools, villagers' committees or urban residents' committees of drug addicts are responsible for helping and educating them, and require grassroots organizations and labor and social security departments to provide necessary employment skills training, employment guidance and employment assistance.

Third, further clarify the legal responsibility for drug control. In view of the imperfection of the existing criminal and administrative laws and regulations for punishing drug crimes, it is necessary to further clarify the corresponding legal responsibilities through legislation. The anti-drug law will be linked with the existing laws and regulations, and it will further improve the unclear penalties such as the Criminal Law, the Law on Public Security Administration Punishment, the Regulations on the Administration of Narcotic Drugs and Psychotropic Drugs, the Regulations on the Administration of Precursor Chemicals and the Regulations on the Administration of Entertainment Places. Anyone who violates the anti-drug law and constitutes a crime shall be investigated for criminal responsibility in accordance with the relevant provisions of the Criminal Law. If it does not constitute a crime, it shall be punished in accordance with the provisions of the Law on Public Security Administration Punishment; Acts such as allowing others to take injected drugs, introducing drugs for sale, illegally planting original plants of drugs, illegally buying and selling, transporting, mailing and storing inactivated seedlings and seeds that do not constitute a crime shall be punished in accordance with the Anti-Drug Law.

Fourth, the anti-drug working mechanism and guarantee mechanism of "unified leadership of the government, respective responsibilities of relevant departments and extensive participation of society" should be clarified. The drug problem is a complex social problem, and drug control is a social systematic project and the common responsibility of the whole society. Defining the responsibilities of state organs, social organizations, enterprises, institutions, other organizations and citizens through anti-drug legislation is conducive to governments at all levels, relevant departments and the whole society to more actively perform their anti-drug duties and obligations, give full play to their respective functions and roles, and jointly carry out the anti-drug struggle; It is conducive to giving full play to the superiority of China's socialist system, comprehensively controlling the drug problem by means of politics, economy, law, administration, education, culture, medical care and international cooperation, and effectively forming a pattern of drug control work in which the government is under unified leadership, the Anti-drug Committee is responsible for organizing, coordinating and guiding, all relevant departments are responsible for their respective duties, and society is widely involved. At the same time, as an important public management and social affairs, and as an important responsibility of the government, drug control work needs to be incorporated into the overall planning of national and local economic and social development through legislation, drug control funds should be incorporated into fiscal budgets at all levels, social donations should be encouraged, and stable and necessary funding guarantee should be provided for the drug control struggle in China through various channels.
