According to the national poverty alleviation policy and practice, village cadres usually carry out the instructions and poverty alleviation tasks of the first secretary. The first secretary is the main leader of village-level work, responsible for guiding, coordinating and promoting poverty alleviation. As a part of poverty alleviation work, resident cadres are responsible for field research, organization and implementation, supervision and feedback, and their work direction and implementation are under the overall guidance of the First Secretary.
