Warehouse fire safety management system

The Rules for the Management of Warehouse Fire Safety, which was revised by the Ministry of the State Council, was adopted at the ministerial meeting of the Ministry of Public Security on March 22nd, 1990, and is hereby promulgated for implementation.

Chapter I General Provisions
Article 1 In order to strengthen the fire safety management of warehouses and protect warehouses from fire hazards, these detailed rules are formulated in accordance with the relevant provisions of the Fire Protection Regulations of People's Republic of China (PRC) and its implementing rules.
Article 2 The fire safety of warehouses must implement the policy of "putting prevention first, combining prevention with elimination" and the principle that whoever is in charge is responsible. The fire safety of the warehouse is the responsibility of the unit and its superior competent department.
Article 3 These Provisions shall be supervised by the fire control institutions of public security organs at or above the county level.
Article 4 These Provisions shall apply to all kinds of warehouses, warehouses and freight yards for storing goods operated by the state, collectives and individuals.
Warehouses for storing gunpowder, explosives, initiating explosive devices and military materials shall be implemented in accordance with relevant state regulations.
Chapter II Organization and Management
Article 5 The architectural design of newly built, expanded and rebuilt warehouses shall conform to the relevant provisions of the national code for fire protection design of buildings and be audited by public security fire control institutions. After the completion of the warehouse, the competent department shall, in conjunction with the public security fire supervision and other relevant departments, carry out inspection and acceptance; Unqualified acceptance shall not be delivered for use.
Article 6 A warehouse shall designate a main leader as the person in charge of fire prevention, who shall be fully responsible for the fire safety management of the warehouse.
Article 7 The person in charge of warehouse fire prevention shall have the following duties:
First, organize the study and implementation of fire laws and regulations, and complete the fire control work deployed by superiors;
Two, organize the development of power supply, fire source, inflammable and explosive goods safety management and patrol system on duty, and implement the fire prevention responsibility system step by step and post fire prevention responsibility system;
Third, organize fire prevention publicity, business training and assessment of employees to improve their safety quality;
Fourth, organize fire inspection to eliminate fire hazards;
Five, leading full-time and voluntary fire brigade organization and part-time firefighters, formulate fire emergency plans, organize fire fighting;
Six, regularly summarize the fire safety work, the implementation of rewards and punishments.
Eighth national reserve materials, professional warehouses should be equipped with full-time fire cadres; Other warehouses can be equipped with full-time or part-time firefighters as needed.
Article 9 A full-time fire brigade shall be established in accordance with the relevant provisions in large warehouses with high fire risk, such as national reserves and specialized warehouses, which are far away from the public security fire brigade.
Article 10 All kinds of warehouses shall establish voluntary fire control organizations, conduct regular business training, and carry out self-prevention and self-rescue work.
Eleventh the determination and change of the person in charge of warehouse fire prevention shall be filed with the local public security fire supervision institution; The deployment and replacement of full-time fire cadres, personnel and full-time fire captains shall solicit the opinions of local public security fire control institutions.
Twelfth warehouse keeper should be familiar with the classification, nature, storage business knowledge and fire safety system, master the operation, use and maintenance methods of fire fighting equipment, and do a good job in fire prevention.
Thirteenth new warehouse employees should receive training in warehousing business and fire protection knowledge, and can only take up their posts after passing the examination.
Article 14 The warehouse shall strictly implement the night duty and patrol system, and the foreman shall carefully check and supervise the implementation.
Chapter III Warehouse Management
Article 15 According to the national Code for Fire Protection Design of Buildings, the articles stored in warehouses can be divided into five categories according to the degree of fire danger (see the attached table for details).
Article 16 Articles stored in the open air shall be stacked in categories and groups, and necessary fire-proof spaces shall be reserved. The total storage capacity of the storage yard and the fire protection distance between the storage yard and the building must comply with the provisions of the Code for Fire Protection Design of Buildings.
Seventeenth class A and B bottled liquids should not be stored in the open air. When they must be stored in the open air, cooling measures must be taken in hot seasons.
Eighteenth inventory items should be classified and piled up. The area of each crib shall not be greater than 100 m2, the spacing between cribs shall not be less than 1 m, the spacing between cribs and walls shall not be less than 0.5m, the spacing between cribs and beams shall not be less than 0.3m, and the width of main passages shall not be less than 2m.
Article 19 Class A and B articles and general articles, as well as articles that are prone to chemical reactions or have different fire extinguishing methods, must be stored in separate rooms and warehouses, and the names, properties and fire extinguishing methods of the stored articles shall be marked in a prominent position.
Article 20 Articles that are prone to spontaneous combustion or decompose in water must be stored in a place with low temperature, good ventilation and dry air, and special instruments should be installed for regular testing to strictly control humidity and temperature.
Twenty-first items should be inspected by special personnel before storage, and they can be put into storage only after confirming that there are no hidden dangers such as fire.
Article 22 The packaging containers of Class A and Class B articles shall be firm and sealed. When the goods are damaged, incomplete, deformed, deteriorated or decomposed, they should be treated safely in time to prevent them from running, leaking, dripping and leaking.
Twenty-third used oil cotton yarn, oil gloves and other oily fiber articles and flammable packaging should be stored in a safe place and treated regularly.
Twenty-fourth warehouses must be heated because of the anti-freezing of articles, and water heating should be adopted. The distance between radiators and heating pipes and stored articles should not be less than 0.3 meters.
Twenty-fifth class A and B goods warehouses shall not set up offices and lounges. When it is necessary to set up offices in other warehouses, a hole-free building with first-class and second-class fire resistance can be set in the corner adjacent to the warehouse, and its doors and windows are directly outside the warehouse. The specific implementation should be approved by the local public security fire control institutions.
Article 26 The layout and storage category of warehouses storing Class A, B and C articles shall not be changed without authorization. If it is really necessary to change, it shall be reported to the local public security fire control institution for approval.
Chapter IV Handling Management
Twenty-seventh all motor vehicles entering the reservoir area must be equipped with fire shields.
Twenty-eighth steam locomotive into the reservoir area, it shall close the ash box and blower, and shall not clean the furnace in the reservoir area. The warehouse shall designate a special person to take care of it.
Twenty-ninth cars and tractors are not allowed to enter the warehouse of Class A, B and C articles.
Thirtieth battery cars and forklifts entering the warehouse of Class A and B articles must be explosion-proof; Battery trucks and forklifts entering the warehouse of Class C goods must be equipped with safety devices to prevent sparks from splashing.
Thirty-first all kinds of motor vehicles are not allowed to be parked and repaired in the reservoir area, warehouse and freight yard after loading and unloading.
Thirty-second temporary buildings and structures shall not be built in the reservoir area. If it is really necessary to build due to loading and unloading operations, it must be approved by the person in charge of fire prevention of the unit, and it shall be removed immediately after the loading and unloading operations.
Article 33 When loading and unloading Class A and Class B articles, operators shall not wear work clothes, hats and tools that are prone to static electricity to prevent vibration, impact, heavy pressure, friction and inversion. Measures should be taken to eliminate static electricity for loading and unloading equipment that is easy to generate static electricity.
Thirty-fourth fixed lifting equipment in the warehouse needs maintenance, fire safety measures should be taken and approved by the person in charge of fire prevention.
Thirty-fifth after the loading and unloading operation, the reservoir area and warehouse shall be inspected and confirmed to be safe before leaving.
Chapter V Electrical Appliance Management
Article 36 Electrical equipment in warehouses must conform to the current national standards and specifications for electrical design, construction, installation and acceptance.
Article 37 The electrical devices of Class A and Class B goods warehouses and Class C liquid warehouses must comply with the current national electrical safety regulations for explosive dangerous places.
Thirty-eighth warehouses that store Class C solid goods are not allowed to use high-temperature lighting lamps such as iodine tungsten lamp and incandescent lamps with a power of more than 60 watts. When using flame-proof lighting lamps such as fluorescent lamps and other low-temperature lighting lamps, fire prevention measures such as heat insulation and heat dissipation should be taken to ensure safety.
Thirty-ninth mobile lighting lamps are not allowed to be used in the warehouse. Articles are not allowed to be stacked under the lighting, and the horizontal distance between the vertical lower part and the stored articles shall not be less than 0.5m ..
Fortieth distribution lines laid in the warehouse need to be protected by metal pipes or noncombustible plastic pipes.
Forty-first each warehouse in the reservoir area shall be equipped with a separate switch box outside the warehouse, and the keeper must turn off the power supply when leaving the warehouse.
It is forbidden to use unqualified safety devices.
Forty-second electric stoves, soldering irons, electric irons and other household appliances such as televisions and refrigerators are not allowed in the warehouse.
Forty-third warehouse electrical equipment around and under the overhead lines are strictly prohibited to pile up items. Protective covers should be provided for the parts where mechanical equipment such as lifting and palletizing are prone to sparks.
Forty-fourth warehouses must install lightning protection devices in accordance with the relevant national regulations on lightning protection design and installation, and regularly test them to ensure their effectiveness.
Article 45 Electrical equipment in warehouses must be installed, inspected and maintained by qualified electricians. Electricians should strictly abide by all kinds of electrical operation procedures.
Chapter VI Fire Source Management
Forty-sixth warehouses should set up eye-catching fire signs. Persons entering the storage area of Class A and B articles must register and hand over the kindling they carry.
Forty-seventh open flames are strictly prohibited in the warehouse. When using naked fire outside the warehouse, the hot work permit must be obtained, approved by the person in charge of fire prevention in the warehouse or unit, and strict safety measures must be taken. The hot work permit shall indicate the hot work place, time, hot work person, on-site guardian, approver and fire prevention measures.
Forty-eighth warehouses are not allowed to use stoves for heating. When used in the reservoir area, it shall be approved by the person in charge of fire prevention.
Forty-ninth fire responsible person in the examination and approval of the use of stoves, should be based on the classification of stored items and the provisions of the fire spacing for examination and approval, and to develop a fire safety management system, to implement.
Fiftieth fireworks are strictly prohibited in the reservoir area and within 50 meters around it.
Chapter VII Management of Fire Control Facilities and Equipment
Article 51 warehouses shall be equipped with fire-fighting facilities and equipment in accordance with the relevant state regulations on fire control.
Fifty-second fire fighting equipment should be set in an obvious and convenient place, and articles and sundries are not allowed to be piled around.
Fifty-third warehouse fire control facilities and equipment should be managed by special personnel, responsible for inspection, repair, maintenance, replacement and purchase, to ensure that they are in good condition and effective, and it is strictly forbidden to occupy, bury and misappropriate them.
Article 54 National storage warehouses, specialized warehouses and other large-scale material warehouses for Class A, B and C articles shall be equipped with corresponding alarm devices in accordance with the provisions of relevant national technical specifications, and it is appropriate to set up a direct alarm telephone with the nearby public security fire brigade.
Fifty-fifth of the fire pool, fire hydrant, fire extinguisher and other fire control facilities and equipment, should be regularly inspected, keep in good condition. For warehouses located in cold areas, anti-freezing measures should be taken in cold seasons.
Fifty-sixth fire lanes in the reservoir area, fire exits in warehouses, evacuation stairs and other fire exits, and it is strictly forbidden to pile up articles.
Chapter VIII Reward and Punishment
Fifty-seventh units and individuals that have made remarkable achievements in warehouse fire control work shall be commended and rewarded by the public security organs, higher authorities or their units.
Fifty-eighth units and personnel who violate these rules shall be punished in accordance with the provisions of national laws and regulations; If there are no provisions in national laws and regulations, it may be punished in accordance with relevant local laws and regulations; Those who violate the criminal law shall be investigated for criminal responsibility by judicial organs.
Chapter IX Supplementary Provisions
Fifty-ninth warehouses and open storage yards for storing D and E articles may be appropriately relaxed with the consent of local public security fire control institutions when implementing these rules.
Article 60 All-weather transit warehouses such as stations, traffic ports and docks may be managed by railway, transportation and other departments in accordance with the principles of these Rules.
Article 61 The specific administrative measures formulated by the relevant ministries and commissions of all provinces, autonomous regions, municipalities directly under the Central Government and the State Council in accordance with these Detailed Rules shall be reported to the Ministry of Public Security for the record.
Article 62 These Rules shall come into force as of the date of promulgation. 1 August, 9801day, approved by the State Council, and promulgated and implemented by the Ministry of Public Security on August, the same year 15, shall be invalidated.
