The guiding ideology of party member's volunteer activities is to guide party member teachers to actively participate in volunteer service activities, and vigorously carry forward the spirit of Lei Feng and the volunteer spirit of dedication, love, mutual assistance and progress. Solve practical problems related to the vital interests of the masses with practical actions, and constantly improve the ability of party member cadres in our school to do mass work well under the new situation.
Party member, a member of a political party, is a member who agrees with the Party's program and policies, abides by the party constitution and voluntarily joins the Party. Party member is the cornerstone and cell of a political party. The number of party member determines the scale and mass base of political parties, and the quality of party member largely determines the level of political parties. Party member has certain rights and obligations, is bound by the Party discipline, and plays an important role in implementing the Party's resolutions (program, line, principles and policies). Generally speaking, political parties attach great importance to absorbing, selecting and cultivating party member, and rely on party member to carry out activities to realize their own ideas. Various political parties in different countries have different qualifications and roles in party member.

Regulations on Volunteer Service Article 1 These Regulations are formulated for the purpose of protecting the legitimate rights and interests of volunteers, volunteer service organizations and volunteers, encouraging and standardizing volunteer service, developing volunteer service, cultivating and practicing socialist core values, and promoting social civilization and progress.
Article 2 These Regulations shall apply to voluntary service and activities related to voluntary service in People's Republic of China (PRC). The term "voluntary service" as mentioned in these Regulations refers to the public services provided by volunteers, voluntary service organizations and other organizations to the society or others voluntarily and free of charge.
