First of all, the safe production of iron and steel enterprises is an inevitable requirement to ensure the sustainable development of enterprises. Safety is the foundation of an enterprise. The continuous development of enterprises depends not only on the support of the government and advanced science and technology, but also on the creation of wealth by employees. From the principle of political economy, we know that workers, as the owners of labor force, must obtain the guarantee of survival and health from enterprises in order to transform their labor into the benefits of enterprises. The good operation of an enterprise depends not only on its strong economic strength, but also on the safety production of its employees. "The embankment of a thousand miles, collapsed in the ant nest". If an enterprise has even a little security risk, it is possible to have a security accident. The occurrence of safety accidents will bring unnecessary economic losses to enterprises, but it will bring disasters to enterprises. Therefore, enterprises lacking in safe production are like water without resources, and trees without roots will not be further developed. In addition, the safety production of iron and steel enterprises can enable employees to engage in production operations in a relatively safe working environment, reduce their worries about their own safety, devote themselves to production, improve labor productivity, create more benefits for enterprises, and make enterprises grow and develop continuously in the competition.

Secondly, the safe production of iron and steel enterprises is an inevitable requirement to achieve social stability. In an era when the concept of the rule of law is deeply rooted in the hearts of the people, in a country that stresses the rule of law like ours, the respect and protection of human rights have been improved day by day, and the most basic human right is the right to subsistence. Only when the right to subsistence is guaranteed can the enjoyment of other rights and the setting of obligations be meaningful. According to statistics, in 2002, there were 2 1 steel enterprises in China, and the number of casualties in safety accidents reached118, of which 45 were killed and 84 were seriously injured. However, iron and steel enterprises of different sizes are almost all over the country. The casualties of these 2 1 steel enterprises are just a drop in the ocean compared with the annual casualties of the whole steel industry. If there is friction between the families of the casualties and the enterprise in solving the problems caused by these safety accidents, and there is no timely and effective communication afterwards, the families of these casualties will inevitably seek relief through other channels, and if the children of the casualties lose the opportunity to receive education, it is likely to become some unstable factors in society. Therefore, the safety production of iron and steel enterprises is also of great practical significance for maintaining social stability and harmony.

Third, the safe production of iron and steel enterprises is an inevitable requirement to promote the rapid development of the productivity level of the iron and steel industry. The development and progress of any industry and even the whole human society are realized in the contradictory movement of productivity and production relations. Productivity determines production relations, and production relations react on productivity. Only with the development of productive forces can we expand the scale of enterprises, increase their benefits and realize their development. It can be said that the continuous development of productive forces has pushed us into the post-industrial era. As the main body of an enterprise, workers are the most active and important factor in productivity. Safety production in iron and steel enterprises can effectively reduce the occurrence of casualties, make the production relationship formed by people in labor more stable and promote the development of productive forces.

Second, the current situation of safety production in China's iron and steel enterprises

In recent years, the problem of safe production in China's iron and steel enterprises has attracted great attention from the party, the state and society. Under the guidance of the policy of "safety first, prevention first", the whole industry has achieved fruitful results in safety production. The concept that "safety is the life of an enterprise" has been widely established in many enterprises. The slogan "Illegal operation equals suicide, illegal command equals murder" is also widely circulated among employees.

However, the accident of Qinghe Special Steel in Tieling reminds us that the current situation of safety production in China's steel enterprises is still not optimistic. Although many enterprises shout "safety first", when safety production conflicts with enterprise profits, they embark on the dangerous road of "profit first". In order to reduce expenses, a large number of enterprises use machinery and equipment that have been out of service, and do not deal with the dangers in the working environment of employees in time; What's more, in order to pursue one-sided economic interests, employees are forced to work overtime at the expense of rest time. These phenomena are all potential safety hazards of iron and steel enterprises. We should not only advocate safe production verbally, but also implement it in our daily work, because safety accidents not only hinder the development of enterprises, destroy the happiness of employees' families, but also bring extremely bad social impact.

Three, the reasons for the existence of security risks in China's steel enterprises

The steel industry itself is a high-risk industry with high temperature, high pressure, flammability, explosiveness, toxicity and harmfulness. However, the characteristics of the steel industry should not be used as an excuse to cover up the loopholes in safety management. Specifically, China's iron and steel enterprises have frequent safety accidents and the reasons for the high number of casualties mainly include the following aspects:

First of all, it is a common phenomenon that employees violate the safety operation rules. Although China's iron and steel enterprises have formulated safety operation regulations, these regulations have been shelved since they were formulated, and few people care about them. As an enterprise, it did not modify these rules in time with the needs of actual work, nor did it organize employees to learn the specific contents of the rules, nor did it supervise and inspect the compliance with the rules in actual work. As employees who violate the rules, they not only despise the importance of operating according to the rules, but also make fun of their own lives and carry out illegal operations with luck, which eventually leads to an irreparable tragedy.

Secondly, the serious aging of machinery and equipment and the disrepair of factories are also one of the reasons for safety accidents. With the reform of economic system, China has completed the transformation from planned economy to market economy. In addition, after China's accession to the WTO, the competition among enterprises has become increasingly fierce. In order to gain a place in the competition, many enterprises use the funds originally used to update equipment and transform factories to buy raw materials and maintain production. This wrong practice of focusing only on immediate interests will not only improve the competitiveness of enterprises, but also make enterprises at a disadvantage for a long time because of potential safety hazards and the wrong direction of capital accumulation.

Thirdly, the lack of safety education for employees, the lack of minimum safety protection knowledge and self-protection experience are also unavoidable reasons for the frequent safety accidents in iron and steel enterprises. With the continuous expansion of enterprise scale, the demand for employees is also increasing. Many enterprises recruit hundreds or even thousands of people into the production workshop at a time. It is not surprising that these people's safety awareness and knowledge of safety protection are very different. The key is whether the enterprise has carried out necessary safety education for these employees before they take up their posts, and to what extent. Moreover, some enterprises adopt a more flexible employment system, and there are short-term migrant workers and temporary workers in the production workshop. Their jobs are uncertain and their places of work are not fixed. The lack of safety education for these short-term workers also threatens the safety production of iron and steel enterprises in China.

In addition, technical defects, the lack of safety facilities and personal safety protection articles, and the lack of emergency plans in the face of major emergencies all constitute the reasons for the existence of safety hazards in China's iron and steel enterprises.

Four, some thoughts on the safety production of China's iron and steel enterprises

In view of various safety problems existing in the production process of iron and steel enterprises in China, the author puts forward the following thoughts in combination with production practice:

(A), enhance the concept of safe production of enterprise leaders

Enterprise leaders are the decision makers of major issues in enterprises and the leaders of all work in enterprises. In the management system of "factory director and manager responsibility system", enterprise leaders are like employees' parents. Therefore, strengthening enterprise leaders' in-depth understanding of safety production is the key link to truly realize safety production.

On the one hand, enterprise leaders should establish a correct concept of safety and always keep in mind the importance of safe production. When safety production conflicts with enterprise profits, we should not hesitate to choose safety production, and we should correctly realize that the long-term benefits and far-reaching effects brought by safety production far exceed the temporary benefits brought by giving up safety. On the other hand, enterprise leaders should put safety in production into practice, let the sunshine of safety in production shine on every corner of the enterprise, and only a safe working environment can make workers exert their greatest value. Therefore, enterprise leaders should take safety in production as a top priority.

(2) Strengthen the safety education for employees, cultivate their safety awareness, and resolutely put an end to illegal operations.

Enterprise employees are the implementers of production operations and the direct victims of safety accidents. Only by completely changing employees' thinking, making them become "scholars" who actively participate in safety education from passive listeners, and putting an end to illegal operations, can the problem of safety accidents be fundamentally solved.

First, conduct differentiated safety education for enterprise employees. Conduct systematic and macroscopic safety education for leaders at all levels of enterprises; Carry out knowledge safety education combining theory with practice for on-site safety supervisors; Conduct basic safety education with strong operability for employees in ordinary enterprises; Provide short-term workers with special safety education suitable for their working environment.

Secondly, adopt flexible and diverse forms of safety education. In addition to strengthening the existing safety education at the factory level, workshop level and team level, we should also organize employees to analyze and discuss typical safety accidents in other enterprises and learn from them. Workers can be encouraged to reflect the safety problems found in practical work in various forms, and pay enough attention to them, make careful analysis and field investigation, and deal with real safety hazards in a timely and effective manner. Mobilize the enthusiasm of employees to report safety problems, brainstorm, find safety problems and solve them.

(3) Eliminate backward equipment and technology, and technically guarantee the safety in production of enterprises.

Backward mechanical equipment itself may cause safety accidents. While maintaining the existing machinery and equipment, enterprises eliminate backward equipment and production technology, provide business training for employees from all aspects, encourage employees to conduct scientific and technological research in combination with their work practice, and introduce advanced technologies from domestic and foreign iron and steel enterprises to ensure safe production of enterprises.

In addition, enterprises must strictly control the quality when importing equipment, and cannot buy equipment with quality defects because of price temptation. Such equipment not only has a short service life, but also has huge security risks.

(four), constantly update and improve the enterprise's safety operation procedures and labor discipline.

The illegal operation of enterprise employees is not only due to the weak safety awareness of employees, but also due to the lack of practical operation of safety operation procedures. Therefore, enterprises should constantly adjust and improve the safety operation procedures according to the changes in the actual situation, increase their operability, and make employees willing to abide by the procedures. Moreover, enterprises should fully consider relevant factors when formulating labor discipline, and pay more attention to the role of positively guiding employees to abide by safety operation procedures while punishing employees who violate regulations and neglect safety. Employees who find major safety hazards and perform exemplary work in compliance with regulations can be given certain spiritual and material rewards to form labor discipline with rewards as the mainstay and punishments as the supplement.

(five) establish and improve the enterprise safety management system and emergency plan.

Because some iron and steel enterprises have not formed a strict safety management system or an effective emergency plan for safety accidents, even if a major safety accident occurs, enterprise leaders can't come up with a set of systematic and effective solutions to the problem, and employees are in chaos because of the lack of unified and coordinated command, which brings many unnecessary losses to enterprises. Therefore, in iron and steel enterprises, the safety management system should be gradually established and improved. Under this system, all responsible persons have a clear division of labor and perform their duties, so as to better solve and prevent safety accidents.

In addition, the enterprise should form a set of feasible emergency plans for safety accidents suitable for the actual situation of the enterprise. And in the event of a major safety accident, take the initiative to get in touch with the superior leaders in time to provide various guarantees for the start of the emergency plan. It is also necessary to organize employees to carry out emergency drills in a planned way, paying equal attention to prevention and emergency, and trying to avoid disorder when accidents occur.

(6), timely analysis of the cause of the accident, effective rectification of security risks, to avoid the occurrence of "secondary accidents".

After a safety accident occurs in this enterprise or other enterprises, the responsible personnel concerned should organize and set up a special research team to analyze the cause of the accident, timely and effectively rectify the existing hidden dangers, and organize the research conclusions into written materials and convey them to the employees of this enterprise layer by layer to avoid the recurrence of similar accidents.

(seven), clear the internal responsibility and legal responsibility of the responsible person.

The significance of investigating the responsible person after the accident lies not only in punishing him, but also in educating and warning others. Therefore, the responsible personnel in safety accidents should be investigated for their internal responsibilities according to their fault degree, and those who violate the law should also bear corresponding legal responsibilities.
