In order to implement the "Implementation Opinions on Implementing the Main Responsibility of the Party Committee and the Supervision Responsibility of the Discipline Inspection Commission" of the Municipal Party Committee, this implementation opinion is formulated in combination with the actual work of land and resources.

I. Guiding ideology and objective requirements

Guided by the spirit of the 18th National Congress of the Communist Party of China, the 4th Plenary Session of the 18th Central Committee, the 11th Plenary Session of the 9th Autonomous Region Commission for Discipline Inspection, and the 4th Plenary Session of the 3rd Municipal Commission for Discipline Inspection, we will strictly manage the Party in an all-round way, focus on defining the boundaries of responsibilities, and make the subjects clear, responsibilities clear and accountability effective. Adhere to clear the main responsibility of the party group and the supervision responsibility of the discipline inspection team, conscientiously implement the tasks of building a clean and honest government, and the discipline inspection team earnestly performs its supervision duties to ensure the healthy and harmonious development of land and resources.

Two, the bureau party group should earnestly fulfill the main responsibility of building a clean and honest government.

The leading group of the bureau is the leading body of the party's work style and clean government construction, and it is also the main body of work implementation. It is necessary to clarify the responsibilities of the leading bodies, party secretaries and members of the leading bodies, conscientiously implement the responsibility system for building a clean and honest party style in accordance with the requirements of party constitution, comprehensively promote the building of a clean and honest party style and anti-corruption work, and integrate the building of a clean and honest party style and anti-corruption work into all the work of land and resources, so as to achieve the same arrangement, deployment, implementation and assessment.

(1) Responsibilities of the leading group of the Party group. The leading group of the party group bears collective responsibility for building a clean and honest party style within the scope of its duties.

3. Strengthen power restriction and inner-party supervision. Strengthen the supervision of party member. Fully publicize work responsibilities, decision-making procedures, rules and results, and strengthen supervision over the whole process of power operation. Strengthen inner-party supervision, conscientiously implement democratic life meetings, important briefings, clean government talks, and reports on major personal matters (department-level cadres report to the municipal party Committee, and department heads report to the party group), and timely study and solve important problems in inner-party supervision. Conscientiously implement the Central Committee's Work Plan for Establishing and Perfecting the System of Punishing and Preventing Corruption (20 13-20 17) and the implementation plan of the Municipal Party Committee, revise and improve the relevant systems for building a clean and honest government, strengthen the construction of anti-corruption system, and strengthen the use of systems to manage people. 4. Make good use of cadres. Strictly implement the "Regulations on the Selection and Appointment of Party and Government Leading Cadres", improve the scientific mechanism for the selection and appointment of cadres, strengthen supervision over the selection and appointment of cadres, and prevent unhealthy practices and corruption in the selection and appointment of cadres.

5. Strict supervision and assessment. 6. Increase anti-corruption efforts. 1. Fulfill leadership responsibilities. Actively promote the work of building a clean and honest government in the Bureau of Land and Resources, so as to personally deploy important work, personally ask major issues, personally coordinate key links, and personally supervise important cases, and increase attention and support for discipline inspection.

2. Strengthen organizational promotion. 3. Strengthen education supervision. (3) Responsibilities of members of the leading group

Members of the leadership team should strictly implement the requirements of "one post and two responsibilities" in accordance with the division of work, and take leadership responsibility for building a clean and honest government within the scope of their duties. Conscientiously implement the responsibilities in charge, integrate the construction of party style and clean government into the departments in charge, strengthen risk prevention and control, and guide the departments in charge to strengthen the construction of party style and clean government. Strengthen the regular education, supervision and inspection of party member cadres in charge of the department, and promptly remind and correct the emerging and tendentious problems as soon as possible. At the same time, we should consciously accept supervision. Strictly implement the eight central regulations, the regulations on leading cadres' honesty in politics and improving their work style, adhere to lead by example, be strict with themselves, strengthen the education of relatives and staff around them, and consciously accept supervision.

Three, the Bureau of discipline inspection team should earnestly fulfill their supervisory responsibilities.

The discipline inspection team of the Bureau is a specialized institution for discipline supervision within the Party, and performs its supervisory duties on the construction of a clean and honest government by the Bureau of Land and Resources. In accordance with the requirements of relevant laws and regulations of party constitution and the Party, we should clarify our responsibilities, unify our central tasks, change our jobs, methods and styles, and earnestly fulfill our supervisory responsibilities.

(a) to assist the party group to strengthen the party's work style and clean government construction and organize and coordinate anti-corruption work.

Actively assist the party group to strengthen the building of a clean and honest party style and coordinate anti-corruption work. Coordinate and solve major problems in anti-corruption work, report major anti-corruption work to the bureau party group and the Municipal Commission for Discipline Inspection in a timely manner, and supervise and inspect the implementation of the task of punishing and preventing corruption.

(2) Strictly uphold and enforce the Party's discipline.

1. Strengthen the supervision and inspection of the Party's organizational discipline, financial discipline and the implementation of mass work, severely investigate and deal with violations of Party discipline, and overcome the phenomenon of lax organizational discipline.

2. Strengthen the supervision and inspection of the implementation of the party's line, principles, policies and resolutions, and the implementation of the major decision-making arrangements of the party group, and seriously investigate and deal with "there are policies on the top and countermeasures on the bottom", and there are orders that can't be done, prohibitions, discounts on the implementation of major decision-making arrangements, and flexibility.

(3) Strengthen the warning education of clean government.

Carry out education on ideals, beliefs, purposes and concepts, honesty, self-discipline and warning, and conduct warning education at least twice a year to ensure that party member cadres are honest in politics. We should find, remind, correct and investigate the problems existing in the style and discipline of cadres in party member as early as possible, and remind the incipient problems in time to prevent small problems from turning into big problems.

(d) Strengthening the anti-corruption system.

Timely clean up, revise and improve the relevant systems for building a clean and honest government, further improve the files of cadres' clean government in party member, constantly improve the anti-corruption system, and strengthen the supervision and inspection of the implementation of the system.

(5) Strengthen the supervision and inspection of work style construction.

We will carry out in-depth supervision and inspection of the implementation of the eight central regulations, 28 autonomous regional regulations and 26 specific regulations of the municipal party Committee, and promote the normalization and institutionalization of supervision and inspection of work style construction. Seriously investigate and deal with typical cases that violate the work style construction and clean politics, enforce discipline and say hello. We will prevent the "four winds" issue from rebounding and further consolidate and deepen the achievements in implementing the eight central regulations.

(6) Play the role of inner-party supervision.

The discipline inspection team tracked and supervised the implementation of the democratic decision-making system on the "three majors and one big" issues, the management and use of the "three public funds", the annual budget, the evaluation of political style, and the reporting system for major issues of cadres at or above the deputy division level.

(seven) seriously investigate and deal with cases of violation of discipline and law.

2. The main responsibility of the party group and the supervision responsibility of the discipline inspection team are important responsibilities entrusted by party constitution. Those who fail to implement the "two responsibility" will be seriously held accountable in accordance with the provisions of the Central Committee on implementing the responsibility system for building a clean and honest government.

(a) the main responsibility does not implement the accountability.

Under any of the following circumstances, we should distinguish between collective responsibility and individual responsibility, major responsibility and important leadership responsibility for serious accountability: failing to convey arrangements, urging implementation or refusing to handle matters within the scope of responsibility for building a clean and honest party style assigned by the Municipal Party Committee and the Municipal Commission for Discipline Inspection; There are problems within the team members or in their positions, especially serious violations of discipline and law; Corruption cases or conspiracy cases occur within the scope of duties, or major corruption cases occur continuously in a relatively short period of time; Conniving at serious violations of discipline and law within the scope of duties, shielding or suppressing cases or obstructing investigations; Selecting and appointing cadres in violation of regulations, or serious violations of discipline and law occur within one year after the promotion of cadres; Refusing to implement the supervision matters or handling opinions of the Municipal Commission for Discipline Inspection without justifiable reasons.

(2) The regulatory responsibility is not implemented.

In any of the following circumstances, the collective responsibility and individual responsibility, major responsibility and important leadership responsibility shall be distinguished for serious accountability: the decisions, opinions and work arrangements of the bureau party group and the superior discipline inspection commission shall not be implemented or implemented; Concealing or suppressing the investigation and punishment of corruption problems or case clues reported by the masses; Failing to strictly investigate cases according to law and discipline, resulting in misjudged cases or serious problems in handling cases; Violation of confidentiality discipline and case handling discipline, disclosure of relevant cases to relevant persons involved, resulting in adverse effects and serious consequences; Party member cadres' "four winds" issue is perfunctory and neglected in management.

(C) the main ways of accountability

According to the circumstances listed in the preceding two paragraphs, depending on the seriousness of the circumstances and the size of the impact, the following ways are adopted to implement accountability:

1. Order inspection. Those who do not seriously implement the "two responsibility" or resort to deceit in handling matters shall report to the Municipal Party Committee and the Municipal Commission for Discipline Inspection, and be ordered to make an in-depth inspection and make serious rectification within a time limit.

2. Give it to informed criticism. If the relevant provisions of the "two responsibility" system are not strictly implemented and the existing problems are not seriously rectified, informed criticism will be carried out within an appropriate scope.

3. Practice admonishing conversation. If the implementation of the "two responsibility" is ineffective and there are outstanding problems, it shall be reported to the Municipal Party Committee and the Municipal Commission for Discipline Inspection for admonishing the relevant responsible persons, admonishing the leading cadres, canceling the qualification of appraising and appraising in the current year, and shall not be promoted and reused in the future. Because of the implementation of the "two responsibility" issue, cadres who have been admonished more than twice (inclusive) within one year will be adjusted or dismissed.

4. Give disciplinary action to the party and government. If it constitutes a violation of discipline, it shall be reported to the Municipal Party Committee and the Municipal Commission for Discipline Inspection for accountability of party and government discipline. Suspected of violating the law, transferred to judicial organs, shall be investigated for legal responsibility according to law.
