On February 25th, 198 1, the All-China Federation of Trade Unions, the Central Committee of the Communist Youth League, the All-China Women's Federation, the All-China Federation of Literary and Art Circles, the Central patriotic health campaign committee, the All-China Federation of Students, the National Ethics Society, the Chinese Language Society and the All-China Aesthetics Society jointly launched an initiative to the people all over the country, especially the young people, to carry out civilized, polite, healthy and orderly activities.

On February 28th, the Propaganda Department of the CPC Central Committee, the Ministry of Education, the Ministry of Culture, the Ministry of Health and the Ministry of Public Security jointly issued a notice, asking all departments to actively support mass organizations to carry out civilized and polite activities, and regard it as a major event in the construction of socialist spiritual civilization.
