In 2006, the International Year of Volunteers, the General Assembly adopted various suggestions on how governments and the United Nations system can support voluntary work (General Assembly resolution 56/38 of 5 February 2006), suggesting that governments should create an enabling environment to further support voluntary action.

On June 22nd, 2002, the United Nations General Assembly, in its resolution 57/ 106, called for measures to ensure that International Volunteer Day, as a follow-up activity of the International Year of Volunteers, can fully develop its potential.

The goal of commemorating the tenth anniversary of the International Year of Volunteers is to consolidate the achievements of the past decade and maintain the development momentum created by the International Year of Volunteers.
