I. National Scholarship Policy
1. At the stage of higher education, the state has established a policy system for subsidizing students from poor families in colleges and universities, which organically combines various forms such as national scholarships, national inspirational scholarships, national grants, national student loans, free education for normal students, education grants for retired soldiers, tuition compensation for student loans, work-study programs, tuition remission and so on. When students from poor families are admitted to the university, they can first report on time through the "green channel" opened by the school.
2. After entering the school, the school verifies the family's financial difficulties and takes different measures to give financial assistance. To solve the problem of tuition and accommodation, the national student loan is the main one, supplemented by the national inspirational scholarship; To solve the problem of living expenses, the state grants are the main ones, supplemented by work-study programs. In addition, the state also actively guides and encourages social organizations, enterprises and individuals to set up scholarships and grants for colleges and universities to help poor students in colleges and universities enter and complete their studies smoothly.
Second, funding.
1. Scholarship is to show the concern of the Party and the government for students from poor families in ordinary undergraduate colleges, higher vocational colleges and junior colleges. It is jointly funded by the central finance and local finance to subsidize full-time students with financial difficulties in ordinary undergraduate colleges (including higher vocational colleges and second bachelor's degrees).
2. Since the fall semester of 20 10, the central and local governments have set up state grants to help students from poor families in ordinary high schools, accounting for about 20% of the total number of ordinary high school students in China, including 10% in the eastern region, 20% in the central region and 30% in the western region. According to the actual situation, all localities can appropriately tilt to rural areas, poverty-stricken areas and ethnic minority areas when determining the funded areas.
3. In the same academic year, students who apply for and receive national grants can apply for and receive national scholarships or national inspirational scholarships at the same time. Students majoring in normal education directly under the Ministry of Education who are trying out free education will no longer receive state grants at the same time. State grants are assessed once every academic year. Before September 30th every year, students apply to the university, and the university completes the evaluation before June165438+1October 15 of that year.
