Due to the increasingly serious situation of international narcotics abuse and illegal trafficking, in order to strengthen the core role of the United Nations in the field of international narcotics control and improve its efficiency, the United Nations General Assembly decided to merge three United Nations agencies in charge of narcotics (the United Nations Narcotics Division, the secretariat of the International Narcotics Control Board and the United Nations Narcotics Abuse Control Fund) into a unified narcotics control agency.
