First, be firm in politics.
Political sobriety and firmness are the primary criteria to measure the courage of leaders, which is especially important for party and government leading cadres. The practice of reform and opening up has proved that leaders can firmly grasp the direction and control the overall situation in the face of complex situations only if they always remain politically sober and firm. Only in the face of all kinds of difficulties and risks can we develop our perseverance and indomitable spirit. Political muddleheaded, swinging from side to side, will inevitably lose their way and lose their fighting spirit. A bold leader should be a "leader" in politics. They must be clear-headed, stand firm on all kinds of issues of right and wrong, and never follow others' advice. At present, in the fundamental political direction of building Socialism with Chinese characteristics, we must adhere to the party's basic line and program, implement Theory of Three Represents, and implement the principles and policies of the party and the state. No matter at any time, under any circumstances, no matter how difficult and risky it is, leaders should not waver on these major political principles. Otherwise, the bolder and more motivated you are, the farther you will deviate from the right direction.
Second, the mind should be sharp.
In the ever-changing era, leaders are required to have strategic vision and foresight, which comes from their ideological acumen. A sharp-minded leader can enhance his foresight, scientificity and creativity in complicated work, and he can respond freely and take the initiative to attack when dealing with all kinds of urgent, difficult, dangerous and heavy tasks and emergencies. Therefore, an enterprising leader must first have keen insight, be able to predict the future development trend when things are in the bud, identify his own interests, and plan ahead; Secondly, we should have keen discrimination, grasp the essence of things through complex phenomena, distinguish right from wrong, and not be confused by superficial phenomena; Thirdly, we should have keen adaptability and be able to adjust the original plan or decision in time and quickly when the objective conditions and circumstances change, and adopt new contingency measures. Only in this way can we prepare for emergencies, respond quickly and respond in new ways.
Third, the works should be creative.
Bold leaders can not only resolutely implement the principles, policies and instructions of their superiors in their daily work, but more importantly, they can creatively implement them in combination with reality; We should not only inherit the achievements of our predecessors, but also create a new situation. It is not a good leader to blindly and mechanically copy the principles, policies, instructions and decisions of superiors, or to guard the stall in a proper way. An enterprising leader should have a strong sense of innovation, dare to proceed from reality, combine the responsibility for the upper and the responsibility for the lower, emancipate his mind, seek truth from facts, keep pace with the times, actively explore, be brave in practice, boldly innovate and creatively carry out his work, and strive to create first-class achievements for his unit or region. Whether it is reform or development, stick to the rules, wait and see, cling to shortcomings, and do not strive for progress, we will never find a new road and open up a new situation.
Fourth, decision-making should be scientific.
Leaders are the masters of decision-making and play a leading role in the whole decision-making process. Whether we can make scientific decisions is related to the success or failure of our work. Any leader who makes a mistake once and slaps the board once will have bad consequences. An enterprising leader should be a wise leader, and they should have a strong sense of scientific decision-making. From the establishment of decision-making objectives to the formulation and decision of decision-making plans, we should consciously abide by the procedures and principles of scientific decision-making at every step. Never infer from experience, make decisions with courage and set the tone with a hammer. Before making every decision, we should make in-depth investigation and study, listen to opinions extensively, analyze and evaluate dialectically, and then make scientific decisions. Those practices that "dare to be responsible" transcend collective leadership, replace procedures with "decisive decision", and even exclude democracy by "emphasizing centralization" make decision-making fall into a blind spot and eventually lead to serious mistakes in decision-making.
Fifth, the command should be decisive
Command is an important function of a leader. Leaders are calm, capable and decisive in carrying out organizational command, which is a sign of courage. For example, when the direction of the goal is determined to be correct, we must unswervingly organize and command according to the requirements of achieving this goal, not shaken by rumors or intimidated by difficulties; When disasters, accidents, incidents and other emergencies occur, we must do everything out of order, calm down, and decisively take effective control measures. Can't hesitate, can't be helpless, can't wander around. "If it is interrupted, it will be chaotic." When the opportunity comes, we should seize it in time and make a quick decision. It's now or never, and it's no use making a careful decision.
Sixth, the implementation should be effective.
The courage of leaders is ultimately tested by the effectiveness of work execution. An enterprising leader, for every job and task, will not only be satisfied with making phone calls, creating momentum, giving instructions, listening to reports, relying on document guidance and telephone arrangements; Nor will we take determination as action and slogan as performance; I won't talk empty words, drum up empty energy, short things and bear fruit. But really put the main energy into implementation, put the determination, plan and measures into practice, and achieve results in specific work. They have an attitude of not giving up until they get the result and not giving up when they see the result. At the same time, they have a pragmatic style, thinking about problems, doing things, and grasping construction. They always proceed from reality and demand, regardless of "origin", "wave", "color", form and effectiveness. The problems they put forward and solved are exactly what the people think, expect, ask and need. Behind them, there is neither an anticlimactic "half-finished project", nor a flashy "achievement project", and there is no "image project" that harms others and benefits themselves. An enterprising leader should leave a solid footprint with every step.
