History of the United Nations Economic and Social Council

ECOSOC is concerned about the world economic, social and environmental challenges. Established in 1946, the Council is an institution established in accordance with the Charter of the United Nations, and is a forum for discussing and debating such issues and issuing policy recommendations.

Article 61

1. The Economic and Social Council consists of 54 Member States of the United Nations elected by the General Assembly.

2. Except as provided for in item 3, the Economic and Social Council elects eighteen members every year for a term of three years. A member whose term of office expires may be re-elected immediately.

3. In the first election after the membership of the Economic and Social Council was increased from 27 to 54, in addition to 9 members to replace those whose terms of office will expire at the end of the year, 27 other members should be elected. According to the method decided by the General Assembly, among the 27 co-elected directors, 9 directors have a term of one year and the other 9 directors have a term of two years.

4. Each member of the Economic and Social Council shall have one representative.

Article 62

1. The Economic and Social Council may prepare or initiate studies and reports on international economic, social, cultural, educational, health and other related matters. And may make recommendations on these matters to the General Assembly, Member States of the United Nations and specialized agencies.

2. The Council may make recommendations for the purpose of promoting respect for and safeguarding the human rights and fundamental freedoms of all mankind.

3. The Council may draw up a draft agreement on matters within its competence and submit it to the General Assembly.

4. The Council may convene international conferences on matters within its functions in accordance with rules formulated by the United Nations.

Article 63

1. The Economic and Social Council may conclude an agreement with any specialized agency referred to in Article 57, stipulating the terms of the relationship between the specialized agency and the United Nations. The agreement is subject to the approval of the General Assembly.

2. In order to adjust the work of the specialized agencies, the Council may consult with these agencies and make recommendations to them, or it may make recommendations to the General Assembly and Member States of the United Nations.

Article 64

1. The Economic and Social Council may take appropriate steps to obtain periodic reports from specialized agencies. The Council may negotiate with States Members of the United Nations and specialized agencies to obtain reports on the steps taken to implement the recommendations of the Council and the General Assembly on matters within its competence.

2. The Council may submit its views on the report to the General Assembly.

Article 65

The Economic and Social Council can provide information to the Security Council and assist it at its invitation.

Article 66

1. The Economic and Social Council should perform its duties within the scope of its functions and implement the recommendations of the General Assembly.

2. With the permission of the General Assembly, the Council may provide services to States Members of the United Nations or specialized agencies at their request.

3. The Council shall perform other functions stipulated in other chapters of this Charter and authorized by the General Assembly.

The Economic and Social Council may agree on ways to enable representatives of specialized agencies to participate in the discussions of the Council and its committees without the right to vote, or to enable representatives of the Council to participate in the discussions of the specialized agencies.

Article 71

The Economic and Social Council may take appropriate measures to consult with various non-governmental organizations on matters within its competence. This method can be agreed with international organizations and, as appropriate, with domestic organizations after consultation with relevant United Nations Member States.

Article 72

1. The Economic and Social Council shall formulate its own rules of procedure, including the method of electing its president.

2. The Economic and Social Council shall hold necessary meetings in accordance with its rules. This rule should include provisions for convening meetings at the request of more than half of the members.
