The seventh is to establish a pilot program of microfinance to help the poor. The county poverty alleviation office and the county rural commercial bank jointly set up a pilot program of poverty alleviation microfinance, operated poverty alleviation and development through market means, leveraged credit funds with limited poverty alleviation funds, stimulated social funds, solved the problem of poor households' loan difficulties, and innovated the interest linkage mechanism of market participants to help poor households. On July 23rd, the on-site meeting of microfinance innovation in our city was held in our county, which affirmed our county's "12345" poverty alleviation model (that is, building a credit platform, highlighting the "two subjects" of poor people and market players, strictly rating credit, recommending projects and granting loans, and ensuring the implementation of indicators, direct project support, assistance and promotion, acceptance and assessment. At present, the "financial poverty alleviation model" project promoted by the media has granted loans of 32.2 million yuan to 282 households, helping 3 15 households and 18 12 poor households.
Eighth, carry out in-depth poverty alleviation research. The leaders of the "Four Masters" in the county led teams to their respective poverty alleviation contact points to carry out accurate poverty alleviation research. At the same time, according to the deployment requirements of the county party committee and the county government, the county health and family planning bureau, the civil affairs bureau, the poverty alleviation office and other departments conducted special investigations on the poverty-stricken population due to illness, the rural minimum living allowance (five guarantees) population, and the relocation targets of poor immigrants, providing useful reference for formulating and improving the precise poverty alleviation planning and policy system. At the same time, we carefully prepared for the reception and successfully completed the investigation task of leaders at all levels in provinces and cities on the precise poverty alleviation work in our county. Among them, the Standing Committee of Fu Dehui, the leader of the provincial party committee, fully affirmed the precise poverty alleviation work in our county.

Second, the existing problems
Some achievements have been made in the early stage, but there are also some problems to varying degrees. Mainly: First, the work progress is uneven. Compared with township departments, some township leaders have high awareness, quick action and good results, and some have not paid enough attention to it. Some working classes and lead units have not entered the working state and failed to perform their duties and lead responsibilities, resulting in passive lag in their work. Second, the working speed is not fast. Compared with Luotian in Brother County, the overall speed of our work is slightly slower, and we have not set off the climax of poverty alleviation and have not really formed a strong working force. Third, the effectiveness of the work is not obvious. Compared with the requirements of superior leaders and the needs of poor people, the work effect is not obvious and the work characteristics are not prominent.

First, cadres and workers are paired to help poor households. After the re-accurate identification of poor households in the county is completed, it is necessary to implement the work of pairing cadres and workers at all levels in the county to help poor households and implement the responsibility system of guarantee. After classifying and positioning the poverty-stricken objects, according to the family situation, resource endowment, physical condition and skill conditions of poor households, and according to the method of "one household, one law", the "six-one" accurate poverty alleviation scheme should be formulated: one poverty alleviation scheme, one development project, one wealth-getting skill, one cadre, one poverty alleviation time and one assistance measure for each household, and an accurate help account should be established.
The second is to implement the market main body assistance mechanism. At present, we are investigating the situation of market players in the county, implementing the assistance mechanism of market players, and actively promoting industrial poverty alleviation through the following five ways: first, leading enterprises+poor households, second, professional cooperatives+poor households, third, family farms+poor households, fourth, large professional households+poor households, and fifth, e-commerce platforms+poor households.

Actively guide social poverty alleviation, explore the "six major" social poverty alleviation models, such as boss donating money to help the poor, capable people driving poverty alleviation, large-scale poverty alleviation, investment poverty alleviation, department pairing poverty alleviation, and cooperative organizations serving poverty alleviation, and form a large-scale poverty alleviation pattern in which the government, market and society participate and coordinate.

Because we have a clear understanding of the situation in the village and a clear foundation, we have a good idea when guiding the village to formulate and implement development plans. After staying in the village, we not only carried out our work with the cooperation of the village party branch, but also independently implemented our own plan according to the responsibilities of the working group. The working group and the village "two committees" cooperate very tacitly.
Paying attention to people's livelihood and serving the masses is the basis of doing a good job in the village.
The main body of new rural construction is farmers. How to mobilize the enthusiasm of the masses? We have taken effective measures and done several things: First, we are concerned about the sufferings of the masses. Solidly carry out the work of helping people in need. Seven departments and units of the Bureau/KLOC-0 have established a "one-on-one" helping relationship with poor households through "making friends with the poor", and successively sent solatium worth more than XX yuan and solatium worth 8,000 yuan to the helping households. The working group established an economic cooperation organization for pig breeding based on Lidelai Breeding Co., Ltd. of Wang Junwei, a large pig breeding household in the village, and explored the breeding mode of "company+farmer". Relying on the advantages of traditional rice planting in Xulou village, the project of "Rice-Duck Cooperation" with excellent agricultural intelligence was introduced, and the start-up capital was raised by 30,000 yuan. Three villagers with ideas and abilities were organized to lease 60 mu of farmers' land, and the demonstration base of "Rice-Duck Cooperation" was successfully established. Coordinate the city and county seed companies to provide "improved seeds to the village" service activities for the villagers, saving 6.5438+0.7 million yuan for the villagers. At the same time, the activities of "sending doctors to the countryside" and "going to the countryside with science and technology" were also carried out, which were welcomed by the people in Xulou Village.
Abiding by discipline and concentrating on staying in the village is the key to doing a good job in staying in the village.
If you can't squat, you can't know the voice of the people in time, and you can't carry out targeted work. Over the past year, all members of our team have insisted on attendance, never asked for leave because of personal problems, and kept a work log every day. So far, they have written three whole books. Because the resident is too far away from the township and there is no fixed vegetable sales place in the village, it is very inconvenient to buy food. After work, we also use our spare time to dig up abandoned land and open up half an acre of vegetable garden. On the one hand, it can solve the problem of eating vegetables, on the other hand, it can deliver the harvested vegetables to the five-guarantee households and needy households in the village in time to solve the problem of eating vegetables in rainy and snowy days. When all the work was carried out, all our team members were not afraid of hardship and fatigue, and set up a good image of helping the team members.
Strengthening communication and striving for support is the guarantee of doing a good job in the village.
The work of helping in the village is political, with great responsibility and heavy task. Without the support and care of leaders, the work is impossible. After we arrived in the village, the bureau party group gave political, ideological, work and life care and support, and all eight members of the bureau party group visited the village to help solve the difficulties and problems in the work and create necessary working conditions for the working group. During the Dragon Boat Festival this year, the main leaders of the bureau went deep into Xulou Village for investigation, stayed with farmers for four days, and held a forum for members of the two committees of the village, party member, villagers' representatives, "three supports and one support" college students and the heads of rural education and health departments to seriously understand social conditions and public opinion, listen to the voices of the masses and write a special investigation report. The county working group has held many meetings of group leaders and group leaders and on-site observation meetings to arrange and summarize the progress of assistance work, exchange experiences, find out the shortcomings, and study and implement the next task of assistance work.
