First, strengthen leadership and implement responsibilities.
In order to effectively strengthen the organization and leadership of confidentiality work, our bureau attaches great importance to confidentiality work, and established a leading group for confidentiality work, with the director and party secretary as the team leader, the leaders in charge of office and information work as the deputy team leader, and the heads of various departments as members. Further strengthen the organization and leadership, clarify the responsibility of confidentiality work, and issue the confidentiality work plan, measures and related responsibilities. The party group of the Municipal Bureau put the secrecy work on the important agenda and increased the investment in secrecy work. In recent years, our bureau has invested nearly 700,000 yuan to install cameras, anti-theft doors and windows, purchase safes, filing cabinets and other facilities.
Second, clarify the key points and improve the mechanism.
1, specify the key departments and key parts of confidentiality.
As determined by the leading group for confidentiality work of our bureau, the archives information center of our bureau is the key department for confidentiality. These departments have a wide range of contacts and are deeply involved in secrets. The leading group for confidentiality work conducts irregular inspections and supervision on the confidentiality work of these units to prevent leaks. Over the years, the rules and regulations of our bureau are sound, starting from every link, with strong sense of confidentiality, effective measures and good implementation. For example, the archives room has formulated the confidentiality responsibility of archivists, and the procedures for consulting, borrowing and reading archives are complete; The confidential secretary has a confidentiality system and management measures. The transmission, recovery and cancellation of secret documents and internal materials are handled in strict accordance with the provisions of the Municipal Secrecy Bureau, forming a set of systems and regulations, and the management channels are smooth. After the change of confidential cadres, timely ask them to do a good job of rotation, put forward the requirements of doing a good job of confidentiality, and guide the daily security management.
2. Establish and improve confidentiality rules and regulations.
Establishing and perfecting confidentiality rules and regulations is an important guarantee for doing a good job of confidentiality in the new period. The Office of the Municipal Bureau issued the Notice on Adjusting the Leading Group of Bureau Informatization and the Leading Group of Bureau Informatization Confidentiality (No.8/KLOC-0 [2009] of Guo Huai Municipality), which further clarified the confidentiality responsibilities of leading cadres at all levels. In recent years, a series of security management systems have been continuously formulated and improved, such as file circulation, management and filing system, file management system, certain provisions on security scope and classification, security review and leak reporting system, computer and network security management system, notebook computer security management regulations, security management regulations on classified mobile storage media, and computer maintenance and replacement regulations. And implement the system of confidential document management personnel holding certificates.
3. Conduct regular safety education.
Bureau leaders attach great importance to the work of confidentiality education, and take various ways and opportunities to conduct regular confidentiality education for all cadres and workers. I bought the secrecy law, subscribed to books and magazines about secrecy work, and circulated them among departments by self-study. Since last year, the Municipal Bureau has held four large-scale e-government training courses. In the training class, all cadres and workers were carefully organized to learn computer security and confidentiality knowledge. The leaders of the National Security Bureau and the Secrecy Bureau are invited to participate in counseling and give lectures on confidentiality knowledge at the annual mapping work conference.

In recent years, due to the development of the situation and the needs of work, our bureau has equipped computers for various departments, set up a local area network according to the requirements of provincial offices, and connected it in parallel with the Internet. In order to strengthen the confidentiality of computer information systems, our bureau has taken the following main measures: First, every computer system has a complete physical isolation card, and every terminal has an online version of Rising antivirus software to prevent hackers and viruses from invading; The second is to designate a special person (technical staff of the bureau information center) to be responsible for the daily work of overall computer management; The third is to formulate computer safety operation specifications, requiring global personnel to operate in strict accordance with the specifications, and report viruses in time, which will be handled by technicians in the information center; Fourth, online materials need to be approved by the confidentiality leading group before they can be uploaded to prevent leaks; Fifth, it is forbidden to cross-use classified mobile storage media on networked computers and personal computers.
5. The application of e-government in classified intranet has developed well.
The e-government system of Huaihua Land and Resources Bureau is an e-office platform built under the guidance of the ministries and agencies. According to the national government intranet operation requirements and the provincial land and resources department "province-city-county" three-level private network operation standard construction and operation. Our main methods are as follows: First, the computers used by the staff of all departments of land and resources in the city within the coverage of the government intranet must be connected to the government intranet. Computers, routers, switches and other equipment that need to access the government intranet must be checked and registered by the Municipal Land and Resources Information Management Center before they can be used online. Second, all departments really need to access the computers on the government extranet (Internet) because of their work. They should first apply to the Municipal Land and Resources Information Management Center for approval, and install a physical isolation card in accordance with the relevant provisions of network security and confidentiality management before they can access the government extranet (Internet).
Third, all departments are not allowed to access the government intranet to public information networks such as the government extranet (Internet) in any way. Fourth, network resources such as network interfaces, communication lines, bandwidth, IP addresses and communication ports are managed and distributed by the Municipal Land and Resources Information Management Center. Fifth, any department or individual must make rational use of the network resources of the government affairs network, and shall not change the network configuration without authorization, and shall not release the information of the government affairs intranet to public information networks such as the Internet at will, and shall not mix the removable hard disk, U disk, floppy disk and other readable and writable storage media between the internal and external networks.
For departments or individuals who violate the above provisions, their personal and departmental leadership responsibilities will be investigated, and their contact with the government network will be terminated. Sixth, the terminal computers accessed by various departments must be equipped with anti-virus software and personal firewall, and at the same time, the data in the terminal computers should be backed up in accordance with relevant regulations to ensure the safety of the whole network and data and promote the normal work. Seventh, the leaders and staff of all departments accessing the government intranet must browse the government information in time, check and process the government information in time, and ensure the implementation of the work.
Third, strengthen measures and pay attention to actual results.
Over the past few years, our bureau has taken effective measures to strengthen the confidentiality education for cadres and workers through various means, and asked everyone to do what not to say and what not to say in accordance with the provisions of the secrecy law, and always keep in mind the confidentiality rules. In the management of cipher telegrams, confidential documents and information, network security, etc., the awareness of confidentiality has been enhanced, the overall interests have been safeguarded, and social harmony and stability have been promoted. From 20XX to 20XX, our office work has been rated as an advanced unit by the municipal government for many years in a row, and our website has been rated as an excellent sub-site of the city's government website for two years in a row from 20xx to 20xx. Although we have made some achievements in the security work, there are still some shortcomings and problems, mainly in the following aspects: First, because the office building of the bureau has not been repaired, there is no special confidential document reading room and no special typing room, we feel great responsibility and pressure in the security work; Second, the security management of computers and local area networks still lacks adequate technical support. At present, it can only be restrained by the conventional secrecy system, and it sometimes seems inadequate to take strict monitoring measures just in case.
In the future, our bureau will continue to consolidate and carry forward the achievements made in the past, seriously rectify the existing problems and deficiencies, actively explore and study the new situation and new problems in the secrecy work in the new period, and strive to do a good job in secrecy work, so as to make new and greater contributions to promoting Huaihua's economic development and social harmony and stability.
