The Young Pioneers Congress is the most basic form for young pioneers to exercise their democratic rights and participate in the construction of the Young Pioneers. Have the highest decision-making power, the right to vote and the right to be elected in the work of the team at the same level; In the construction of teams and groups at the same level, it has the function of putting forward opinions and suggestions on the work of each team and plays a supervisory role; In the same team organization, there are the right of recommendation, self-recommendation and election; It has autonomy and creativity in organizing various squadron and squad activities.
