The registration, content review, supervision and management of outdoor advertisements shall be implemented in accordance with the Advertising Law of People's Republic of China (PRC) and relevant laws and regulations. Article 3 The term "outdoor advertising" as mentioned in these Measures refers to signboards, light boxes, neon lights, luminous fonts, electronic display screens (cards), projectors, posters, galleries, etc. set up in areas or carriers such as outdoor venues, roads, green spaces, rivers, spaces, buildings (structures), fences (fences), vehicles, public facilities and lift-off devices. Fourth outdoor advertising set adhere to the principles of unified planning, total control, reasonable layout, safety norms, civilization and beauty. Article 5 The municipal administrative department of urban management shall be responsible for the planning, supervision and management of outdoor advertisements in the whole city, and undertake the licensing of large-scale outdoor advertisements in urban planning areas. District (Park) urban management administrative department is responsible for the supervision and management of outdoor advertising in this area, and undertakes the licensing of small and medium-sized outdoor advertising in this area.
The administrative departments of urban management in three counties are responsible for the supervision and management of all kinds of outdoor advertisements in their respective jurisdictions, and undertake the licensing of all kinds of outdoor advertisements in their respective jurisdictions.
Planning and construction, market supervision and management, land, transportation, gardens, public security and transportation, environmental protection, production safety and other relevant departments shall, according to their respective responsibilities, do a good job in the management of outdoor advertising. Chapter II Planning and Setting Norms Article 6 The municipal administrative department of urban management shall, according to the actual situation of this Municipality, jointly with the municipal administrative department of planning and construction, organize the preparation of the overall planning of outdoor advertising in this Municipality, which shall be promulgated and implemented after being approved by the Municipal People's Government. Article 7 The municipal administrative department of urban management shall, according to the urban planning and layout, formulate guidelines and technical specifications for outdoor advertising, solicit opinions from relevant departments, trade associations, advertising operators and the public, and promulgate and implement them after being approved by the Municipal People's Government. Eighth in any of the following circumstances, outdoor advertising shall not be set up:
(a) in the state organs, schools, cultural relics protection units, scenic spots and the Municipal People's government to determine the landmark buildings and their building control zones;
(two) using traffic signs, fire signs and safety facilities, or setting up outdoor advertisements to affect the normal use of traffic signs, fire signs and safety facilities;
(three) the use of urban road pavement, garbage bins, road signs, barrier-free facilities, or the establishment of outdoor advertising to affect the normal use of road signs, barrier-free facilities;
(four) the use of street trees, green belts or occupation, damage to green space;
(five) interfere with adjacent ventilation, lighting, sunshine, and noise and light pollution exceed the national standards, affecting normal production, life and office;
(six) other circumstances in which laws and regulations prohibit the installation of outdoor advertisements. Ninth the following areas or carriers, shall not set up the following forms of outdoor advertising:
(1) Outdoor advertisements shall not be set up in squares, main streets and bustling commercial areas;
(two) it is forbidden to set up outdoor advertisements on the roof of buildings;
(3) It is forbidden to set up outdoor advertisements across roads;
(4) Viaducts, overpasses, landscape fences, roadblocks, guardrails, lampposts, fences or fences on construction sites, newspaper reading columns in public areas, etc. shall not be set with commercial advertisements. Tenth outdoor advertising shall meet the following requirements:
(a) the formulation of outdoor advertising programs, designed by units with corresponding qualifications, and abide by the provisions of these measures;
(two) in line with safety technical standards and norms, and meet the requirements of load, lightning protection, wind resistance, earthquake resistance, fire prevention and electrical safety;
(3) Conforming to outdoor advertising planning, guidelines and other relevant technical specifications and traffic safety regulations;
(four) the shape, specifications, materials and colors of outdoor advertisements should be coordinated with the overall urban landscape;
(five) there are lighting facilities that are coordinated with the night view of the city;
(six) in line with the requirements of energy conservation and environmental protection, the use of low-carbon, green and environmentally friendly new technologies, new materials and new processes. Eleventh the use of bus body to set up outdoor advertising shall meet the relevant requirements of the public security traffic management department, and comply with the following provisions:
(a) shall not be set in the front of the vehicle, front and rear windshield and windows on both sides;
(two) shall not completely cover the original body color; ?
(three) shall not affect the passenger identification and ride. ? Twelfth buildings (structures) and other facilities that have not reserved outdoor advertising positions, if it is really necessary to set up embedded outdoor advertising, shall conform to the design effect of the original buildings (structures).
